Background

Job Purpose and Organizational Context

Purpose:  Effective execution of services in the CO Business Development and Innovations (BDI) Unit, support to implementation of resource mobilization and partnership building strategies.

Reporting structure and partners:  Reports to Head of BDI Unit.  Works in close collaboration with other staff of the BDI Unit, Operations, Programme and projects staff in the CO and other UN agencies for partnership building, programme development, resource mobilization and innovations.

Duties and Responsibilities

Support to formulation and implementation of the CO strategies on partnerships building, resource mobilization and innovations, focusing on achievement of the following results:

  • Support to formulation and implementation of the partnership, resource mobilization and innovation strategies;
  • Collection, analysis and presentation of the background information for the programmes/projects formulation and support in identification of areas for interventions;
  • Support to the design and formulation of the project documents/project proposals and/or their specific parts;
  • Initiation of a project, when required, entering project into Atlas.

Administrative support to the BDI Unit through:

  • Organization of workshops, conferences, retreats, meetings, consultations, etc.;
  • Support to all arrangements for travel, logistics, etc. for the Unit;
  • Support to engaging consultants and advisory services, and facilitation of contracting process;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
  • Ensuring proper, effective and efficient invoicing related to services and goods provided to the Unit, while observing the UNDP policies and procedures;
  • Support with the Unit budget preparation.

Support to creation of strategic partnerships and implementation of the resource mobilization strategy through:

  • Analysis of information on donors, preparation of donor’s profile and database;
  • Keeping and updating the mapping of the donors strategies and activities;
  • Studying the landscape of traditional and non-traditional donors, including the private sector and IFIs;
  • Developing and maintaining knowledge and familiarity with current and potential partners, analyzing engagement opportunities;
  • Support to establishing and maintaining strategic contacts with relevant partners, follow-up proactively on engagement ideas and work closely with other colleagues;
  • Support to identification of resource mobilization opportunities with the current and potential donors as well as expending the donor base for the programme;
  • Support to conducting negotiations with the donors and signing cost-sharing agreements following UNDP policies and procedure;
  • Tracking and reporting on mobilized resources;
  • Maintaining and updating the pipeline on a regular basis;
  • Input to and updating of outreach material. Working closely with the Communications team for arranging respective communication on the programme/project/partnership launch. 

Support to innovation-related work of UNDP Ukraine, including:

  • Assisting in monitoring of latest trends and developments in the innovation area;
  • Suggesting ideas on entry points for innovation in existing and potential projects;
  • Developing partnerships and network with local innovators, civil society organizations, private sector, and academia to proactively scout for new innovative ideas and opportunities;
  • Supporting development and testing of innovation products and processes to strengthen and improve efficiency and effectiveness of UNDP programming, monitoring and evaluation, advocacy and communication.

Support to knowledge building and knowledge sharing in the CO, through:

  • Support to organization of information sharing and capacity development events on the programme development, partnership building, resource mobilization and innovations;
  • Synthesis of lessons learnt and best practices in the respective areas;
  • Identifying opportunities and providing support to showcase UNDP work related to programme development, partnerships, resource mobilization and innovations;
  • Identifying and producing communications products to be shared within CO and externally;
  • Providing sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

Secondary education. Bachelor Degree in Business or Public Administration, Economics, Political or Social Sciences would be desirable, but it is not a requirement.

Experience:

Minimum 6 years (with secondary education) or 3 years (with Bachelor degree) of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

Fluency in English and Ukrainian.
