Background

Under the guidance and direct supervision of the Chief of Staff, UN Resident Coordinator’s Office, and the overall guidance of the UN Resident Coordinator, the Coordination Officer – Gender Equality and Youth Development will support efforts for the implementation of the UNSDF, including close coordination with the Results Groups for planning and implementation of work plans, The Coordination Officer – Gender Equality and Youth Development will also support efforts to strengthen the capacity of the UN Country Team; advocacy and outreach on issues related to UN’s mandate; and the organization of meetings and events. A special focus of the work of the Coordination Officer will be to provide support to the Resident Coordinator’s Office in coordinating and planning an integrated UN response on gender and youth issues, in line with the National Goals, the Sustainable Development Goals, the UN Sustainable Development Framework, as well as emerging priorities. 
 
The UN has a large footprint in India with 27 entities. The UNSDF (2018-2022) will have a strong focus on gender equality. The incumbent will lead the coordination of activities emanating from the RC Office, setting priorities, and ensuring follow-up and feedback; and identifying and recommending proposals and actions for enhancing inter-agency coordination in line with UN objectives. The Coordination Officer – Gender Equality and Youth Development will work in close collaboration with UN Women and UNCT members, programme and operations teams of the agencies, UN HQ staff and government officials, technical advisors and experts and civil society ensuring successful planning and implementation of UNCT activities.

The key results will have an impact on the overall effectiveness and efficiency of the UNRC and the UN Country Team in delivering results, including on gender equality and youth development.

-High quality programming for gender equality and youth development in line with the UNSDF

-Increased internal capacity to programme on gender equality and youth development on gender equality and youth development
 

Duties and Responsibilities

Summary of Key Functions:
 
1.Ensure effective coordination support for effective implementation of the UN Sustainable Development Framework and other UNCT activities through the UN RC office;
2.Provide high quality inputs to the Results Group on gender equality and youth development and support gender mainstreaming for other Results Groups 
3.Provide advocacy support, and ensure capacity development and knowledge building on gender equality and youth issues.
4.Lead UNCT wide implementation of Gender SWAP
 
1.Ensure effective coordination support for the implementation of the UNSDF and other UNCT activities through the UN RC office; 
 
•Provide support to RC/UNCT in planning and implementation of the UNSDF and the UNCT/RCO work plan, including through quality assurance and support services to the Results Groups 
•Maintain regular flow of information to agencies on issues related to UNSDF and other communication from UN HQs
•Participate in the work of Results Groups organized around the UNSDF outcomes; and provide support for planning, implementation and monitoring and evaluation of the UNCT work plan, the UNSDF Results Matrix, and the UNSDF M&E Plan. 
•Monitor of all Joint/Collaborative programmes/initiatives of the UNCT and prepare periodic reports as necessary, including the annual RCAR for review by senior management
•Prepare high quality documents summarizing the developments in the UNSDF areas of cooperation.  
•Provide support for UNCT Retreats and other UNCT meetings, including technical support. 
•Support annual RCO planning and reporting
 
2.Provide high quality inputs to the Results Group on gender equality and youth development and support gender mainstreaming for other results groups
 
•Analyze the situation on gender equality and youth development using credible reports, studies and statistics, including information from young women and men and organizations working on gender and/or youth, and co/produce analytical papers in support of strategic programming for youth and gender equality;
•Prepare concept notes, programme/project proposals, resource mobilization tools, activity and budget proposals on gender equality and youth development 
•Undertake substantive monitoring, documentation, reporting of the Results group on gender equality and youth development, including through field visits and analysis of reports.
•Support other results groups to prepare gender mainstreaming strategy for their identified areas of joint work
 
3.Ensure advocacy support and knowledge building on gender equality and youth issues.
 
•Ensure sharing of information, tools and best practices with partners working in support of youth and gender equality 
•Organize trainings for UN, government and civil society partners on gender equality and youth development. 
•Support the coordination of joint advocacy and capacity building around youth and gender equality within the United Nations Country Team (UNCT).
•Support gender mainstreaming in the SDG work led by the RC office.
 
4.Lead UNCT wide implementation of Gender SWAP
 
•Support UNCT Agencies in the implementation of the UN-SWAP on GEEW, building on recommendations from the Pilot UNCT Gender Scorecard Assessment 
•Support the implementation of the UNSDF 2013-2017, in line with the UN SWAP
•Work closely with the inter-agency Gender Results Group to ensure the implementation of the UN-SWAP

FUNCTIONAL COMPETENCIES

Required Skills and Experience

Education: 
 
•Bachelor’s Degree in International Development, Gender, Human Rights, Public Administration or Social Sciences;
 
Experience:
 
•At least four years of proven professional experience in working on gender equality and youth issues 
•At least two year of track record in effective programming in national and international agency contexts in India, with demonstrated skills in the area of gender equality and youth development
•Experience in providing technical support and strategic coordination with a myriad of stakeholders and partners, including government, civil society, international organizations, donors, grassroots organizations and interagency committees;
•High level of proficiency in the use of computers and office software packages (MS Word, Excel, etc.) 
•Familiarity with national youth policies and programmes; CEDAW; Beijing Platform for Action; gender equality initiatives; human rights frameworks; and previous work experience with UN agencies are considered an advantage;
 
Language Requirements:
•Fluency in English and Hindi (spoken and written).
 
Remuneration package is INR 91,380/- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
