ICMP’s Syria/MENA Program works with governments and other stakeholders to account for missing persons from the region, with a focus on persons missing from the Syria conflict and related migration. The program also complements ICMP’s broader efforts to assist in locating persons from the MENA region who are missing due to irregular migration, human trafficking, disasters and other causes. ICMP seeks to:

-contribute to increased understanding among victims, civil society and key stakeholders, on processes, standards and rights of victims involved in accounting for missing persons;

- establish the conditions to launch a process of data collection that includes relatives and survivors with missing persons from the conflict; and,

- increase the capacity of Syrian families, legal experts and other communities to foster a rule- of-law approach to account for missing persons in post-conflict Syria.

Position Background

The successful candidate will be the senior ICMP representative in the Syria/MENA region. The position is based in Beirut, Lebanon with frequent travel to Turkey, Iraq and Jordan. He or she will manage and develop the ICMP Syria/MENA program, supervise program staff, and ensure comprehensive and accurate reporting. Reporting to the Director-General and working closely with other relevant headquarters staff, the main duties and responsibilities are:

Leadership and Management

  • Manage the implementation of the program and further develop ICMP’s operations in the region in line with agreed strategies and organizational priorities;
  • Lead day-to-day program activities;
  • Directly manage the performance and outcomes of all Syria/MENA Program staff based throughout the Syria/MENA program region;
  • Ensure quality, relevance and regularity of program reports;
  • Supervise budget development and management.

Strategic and Program Advice

  • Contribute to the identification of key issues underpinning the resolution of the missing persons issue in the region;
  • Ensure that ICMP operates within the terms and conditions of all legal agreements;
  • Ensure that all program activities are sensitive and responsive to the political, social and economic environment;
  • Ensure effective support for working groups, committees and other cooperative mechanisms that contribute to the program.
  • In coordination with headquarters, manage an outreach and related media strategy, and develop a sound relationship with all sections of the media and ensure that any broadcast or published material accurately reflects the views, priorities, and values of ICMP.

Liaison and Coordination

  • Stay attuned to initiatives and work being undertaken by other agencies and organizations to address the missing persons issue;
  • Engage in continuous policy dialogue with NGOs, family representatives, regional government representatives, and the international community, including international and other organizations, emphasizing the human-rights and rule-of-law dimensions of the missing persons issue;
  • Facilitate, as appropriate, the participation of government representatives, and other international organizations, as well as civil society, technical experts or other partners and stakeholders;
  • Implement and maintain arrangements to ensure efficient communications between the Syria/MENA Program and Headquarters, and with external partners.

Fundraising and Coordination with the Donor Community

  • Work on continuous domestic and international fundraising initiatives, including the drafting of project proposals, concept papers and budget outlines;
  • Establish and develop working relationships with key donors and actively develop domestic funding sources;
  • Provide financial progress reports as required by ICMP and its donors.

REQUIREMENTS

  • Advanced university or equivalent degree in Political Science, Humanities, Sociology, Law, Management, Public Administration, or relevant discipline;
  • At least ten years of relevant managerial experience in an international organization, government institution or international NGO with a proven record of accomplishment in leading such institutions and/or development programs.
  • In-depth understanding of program issues and policy work at national and international levels;
  • Excellent understanding of human rights and public administration law;
  • Demonstrated ability to implement complex work programs through a multi-disciplinary team in co-operation with national and international partners;
  • Demonstrated ability to deal with projects involving substantial scientific/technical components, conducted by subject matter experts;
  • Excellent skills in facilitation and capacity building to link staff, donors, partners, and shareholders;
  • Excellent conceptual, analytical, documentation and presentation skills including regular report writing;
  • Excellent planning and prioritization skills, including the ability to think and operate strategically.

ADDITIONAL REQUIREMENTS
  • Excellent knowledge of English is essential, to include demonstrated oral and written communication skills; knowledge of Arabic is an asset;
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to travel on a frequent basis;
  • Willingness to work flexible hours including weekends and evenings;
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.
