Background

UNDP provides policy and technical advisory support to the Government of Malaysia in accordance to the Country Programme Action Plan 2016 – 2020 approved by the Cabinet in March 2018. The Country Programme Action Plan is aligned to the development priorities of the 11th Malaysia Plan with sustainable human development agenda at the forefront, underpinned by two priority areas: (a) inclusive development and growth; and (b) sustainable and resilient development. 
 
Currently, UNDP Malaysia Country Office is supporting the implementation of a portfolio of chemicals and ozone protection projects in Malaysia focusing on environmental governance, management of chemicals and ozone depleting substances. Details may be referred on UNDP website at http://www.my.undp.org/.  
 
Under the overall guidance and direct supervision of the Head of Sustainable and Resilient Development responsible for environmental sustainability including biodiversity, chemicals, climate change and natural resources, the Environment Analyst (Chemicals and Ozone Protection) is responsible for the (1) analysis and synthesis of chemicals and ozone protection, and its linkages with political, social and economic trends, (2) provision of policy and technical support services in the design, formulation, implementation and evaluation of chemicals and ozone protection projects, and (3) provision of support services to the partnership activities at the project level.
 
The Environment Analyst (Chemicals and Ozone Protection) works in close collaboration with the Programme and Operations teams in UNDP Malaysia Country Office, government officials, technical advisors and experts, civil society, private sector, and multi-lateral and bi-lateral donors; ensuring successful UNDP programme implementation and compliance in programme management.
 

Duties and Responsibilities

1.Policy and Technical Support (40%)
Ensure effective provision of policy and technical support services focusing on the achievements of the following results
  • Collection, research, review and analysis of existing chemicals and ozone protection policies, legislation, strategies, action plans, practices and procedures to determine their environmental, social and economic impacts.
  • Background analysis and summary of policy and scientific research related to chemicals and ozone protection.
  • Provision of research and analytical services for policy briefs/papers and project development on chemicals, ozone protection and related issues linked to climate change, biodiversity, human rights, etc. 
  • Preparation of draft reports/policy briefs/thematic papers to inform targets groups such as government or civil society.
  • Preparation of substantive inputs including political, social, economic and environmental situations in the country into the proposals and project documents for chemicals and ozone protection projects.
2.Project Management (30%)
Ensure effective project management focusing on the achievement of the following results:
  • Preparation of annual project work plans, budget and related sub-plans (for example, procurement plan, quarterly plans if required, and others as necessary).
  • Preparation of results-based annual, mid-year and quarterly project progress reports.
  • Ensure timely and good quality implementation of project outputs and activities according to approved work plan.
  • Regular monitoring of progress against the approved work plan; identify changes in the external environment and promptly agree necessary adaptive actions related to the planning and implementation of planned or new activities with UNDP office and Project Board/Steering Committee.
  • Monitoring expenditure to ensure that it is in line with approved budgets, annual work plans and UNDP Programme and Project Management, and Financial policies, rules and regulations. 
  • Preparation of terms of reference for goods and services according to the approved project document and procurement plan.
  • Periodic monitoring of dashboards and exceptions, identification of remedial actions.
  • Systematically apply best practice in project/programme management and implementation of the project.
3.Knowledge Building and Management (20%)
Ensure effective facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on project management, operational and technical matters focusing on the achievement of the following results:
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices.
  • Capture and documentation of lessons learned and best practices during project implementation. 
  • Participation in regular internal meetings.
  • Participation in training events, communities of practice, codifying and sharing knowledge. 
  • Facilitation and organization of training for project staff to enable them to perform at the required level.
  • Preparation of communication and awareness materials, and knowledge products for policy advocacy, knowledge sharing and strategic partnership.
4.Partnership and Stakeholder Management (10%)
Ensure effective facilitation of partnership and stakeholder management activities at the chemicals and ozone protection project level focusing on the achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Be familiar with the activities of other chemicals and ozone protection projects in Malaysia and other regions, establish contact and keep up to date with their work. 
  • Creation and maintenance of partnerships with local institutions, private sector and civil society at the project level.

  • Excellent knowledge of results management guide and toolkit.

Required Skills and Experience

Education:
Masters’ degree in Chemistry, Chemical Engineering, Engineering Studies, Environmental Studies/Management or related field.  
 
Experience:
  • A minimum three (3) years (with Masters’ degree), or, minimum five (5) years (with Bachelors’ degree) of relevant experience at the national and/or international level in providing policy and technical support, hands-on experience in design, management, monitoring, evaluation and reporting of chemicals and ozone protection projects.
  • At least two (2) years' working experience in private sector or industry that uses and/or produces chemicals and/or non-ozone depleting substances.
  • Proven experience in conducting research, analysis and generating reports;
  • Working experience with private sector that uses and/or produces chemicals and/or non-ozone depleting substances is preferable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages;
  • Working knowledge in statistical software programme such as GraphPad Prism, SPSS, etc. an added advantage.
Language Requirements:
Fluency in written and spoken English and Malay (Bahasa Malaysia).
