Background

Dili is a fast-growing urban center which generates 190 tons of Municipal Solid Waste (MSW) per day. According to the 2015 waste audit conducted by the Asian Development Bank (ADB),  71% of the waste is recyclable. It is expected that waste generation will increase to 420 tons per day by 2030.  High waste generation and the current management practice are major threats to the environmental sustainability, public health and tourism aspirations for the sustainable development of Timor-Leste. 

In Partnership with Director General Urban Organization (DGUO), the United Nations Development Programme (UNDP) undertook a Recycling Pilot Project (RPP) to promote recycling as a part of the waste management approach and reduce waste from the daily waste transported to Tibar landfill.  The main purpose is to promote segregation of waste from recyclables at source and to support recycling businesses in Timor-Leste.

Duties and Responsibilities

The main purpose of Recycling Pilot Project is to develop a case for integrating recycling in solid waste management systems by promoting the 3Rs (Reduce, Reuse, and Recycle) waste management principles. Community engagement is an integral part of project to promote segregation of recyclable waste at source (household) in the community and to promote environmentally responsible waste management and to create a favorable enabling environment for creating a sustainable waste recycling enterprise. This pilot project aims to achieve the following outputs:

- Output 1: Community members increased awareness of recycling and change in behavior on managing household solid waste.

- Output 2: Improved capacity of recycling businesses enterprise to operate a sustainable operation.

- Output 3: Improved coordination and networking of private enterprise, GoTL and other stakeholder to create an environment promote private participation in responsible and sustainable waste management.

Under the overall supervision of the Programme Manager (PM) of the Environment and Sustainable Development, the National Project Coordinator’s responsibilities will be to:

  • Support the PM with the planning, development and implementation of all project activities;
  • Day-to-day technical inputs into various project planning and implementation processes;
  • Support PM on the day-to-day functioning of the Project Support Unit (PSU);
  • Overall tracking and monitoring of expenditure (in collaboration with Administrative and Finance Assistant);
  • Management of service providers and contractors to ensure timely delivery of services;
  • Tracking and monitoring of the effectiveness of project interventions;
  • Constant communication with Program Manager, Project Management Board and other members of the PSU;
  • Coordinate the distribution of responsibilities amongst team members and organize the monitoring and tracking system of all cluster services;
  • Managing human and financial resources, in consultation with the Programme Manager, to achieve results in line with the outputs and activities outlined in the project document;
  • Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
  • Work with co-funding partners to ensure that their activities/programs are integrated and complementary with those of the GEF TFT project.
  • Support PM in managing relationships with project stakeholders including donors, NGOs, government agencies, and others as required;
  • Support PM in managing and monitor the project risks initially identified, submit new risks to the Project Board for consideration and decision on possible actions if required, and update the risk log regularly in ATLAS based on the initial risk analysis submitted;
  • Manage issues and requests for change by maintaining an Issues Log;
  • Update the Atlas Project Management module if external access is made available;
  • Support PM in organizing Project Steering Committee meetings;
  • Assisting in developing the project activity plan the activities of the project and monitor progress against the initial quality criteria;
  • Monitor events as determined in the Project Monitoring Schedule Plan, and update the plan as required;

Expected outputs/results

  • Prepare the Monthly Progress Report, Quarterly Project Progress Report and Annual Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the PM for further discussion on in the Project Steering Committee;
  • Prepare the Annual Project Review, and submit the report to the PM;
  • Prepare the AWP for the following year, as well as Quarterly Plans if required;
  • Prepare and submit financial reports to PM and UNDP on a quarterly basis;

Impact of Results

The key result of the work is associated with successful and timely implementation of the overall project following relevant UNDP, GoTL, and Suku Chief guidelines and procedures. The National Project Coordinator will also play a key role in creating national level awareness and coordination issues on waste segregation, and 3Rs (Reduce, re-use, and recycling) for jobs/livelihoods creation.

Required Skills and Experience

Education:

  • High school degree with minimum 6 years of working experience in related field and A bachelor’s degree in project management, environment/natural science, development studies or other related fields with at least 4 years of working experience in project management would be as an advantage but not as requirement.

Experience:

  • Knowledge of environment/climate change mitigation and waste management is preferred.
  • experience in managing and coordination with national government and non-government counterparts, INGOs/NGOs/CSOs, private sector or development partners
  • Strong familiarity with M&E systems 
  • Experience in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management.
  • Knowledge of UNDP’s rules and regulations related to administration and finance as well as other business processes will be an advantage.
  • Experience with UN or similar development programme or reputed private organization is an asset.
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment.
  • Experience in the usage of computers and office software packages.
  • aability and willingness to travel within and outside Timor-Leste.

Language Requirements:

  • Fluency in English (written and spoken). Ability to communicate effectively in Tetun or Bahasa. Knowledge of other local dialects will be an asset.
