Iraq Program

ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.

Position Background

The Monitoring and Evaluation/Reporting Officer is responsible for creating a comprehensive reporting, monitoring and evaluation structure for the Iraq programmes and its operations. In close cooperation with the Grants Manager/Program Officer in HQ, he/she is to ensure the effective and efficient monitoring and evaluation of the program.

Reporting to the Head of Program, the Monitoring and Evaluation/Reporting Officer duties will include, but are not limited to the following:

  • Monitor and evaluate the Iraq program in line with donor requirements:
    • Manage data collection for performance indicators
    • Design logical frameworks in accordance with ICMP’s monitoring and evaluation strategy and donor requirements
    • Draft statements of work for third party, independent evaluations
    • Prepare inputs for performance reports
    • Monitor the implementation of program objectives and reporting on changes in indicators, activities and goals in a timely manner
    • Ensure program adherence to budget
  • Coordinate and produce timely and accurate reporting;
  • Prepare and provide input to communication and information sharing with EU, its member states and other donors;
  • Monitor and keep abreast of public policy, legislation and national practices in the European Union for the purpose of project design and implementation;
  • Support the Communication Officer in the preparation of information materials;
  • Ensure strict adherence to donor grant implementation guidelines, including grant visibility guidelines;
  • Contribute to the development of program strategy;
  • Assist the Head of Program in representing the organization with partners and various authorities;
  • Other related duties as assigned.

Requirements

  • University degree in project management, political science, international development, public administration, public relations, business, social science or other relevant areas
  • Minimum 6 years professional related experience in reporting, monitoring and evaluation working in an EU funded international organization
  • Proven experience in designing and maintaining tools for program reporting, montioring and evaluation
  • Excellent drafting skills
  • Prior experience in mainstreaming gender and the use of gender aggregated data
  • Prior experience working within a EU funding structure
  • Professional fluency in written and spoken English. Knowledge of Kurdish and Arabic is an asset

  • Positive attitude, humility and the ability to work within multidisciplinary team

This incumbent will live in ICMP shared accommodations and may share an apartment with up to five other staff members. The position will be based in either Erbil or Baghdad and will require travel in Iraq.
