Background:
FHI360 is implementing Project Sunrise in eight north-eastern States with a goal to improve coverage, quality and scale of HIV interventions with a focus on key populations (also referred to as âcommunityâ) i.e. people who inject drugs, female sex workers, men-who-have-sex-with-men and transgender communities. Project Sunrise activities and priorities are aligned to ensuring 90-90-90 for key populations (KP) by ensuring accessible HIV testing, timely linkage to treatment and monitoring of viral load (VL) suppression. With the goal of monitoring the entire cascade of three 90s; the broader goal is to ensure that KP with âundetectableâ viral load can be âun-transmissibleâ [U = U], which is a crucial factor for HIV prevention. Recent field experience has indicated that knowledge/information on antiretroviral therapy (ART) and VL among NGOs (working with KP under the National AIDS Control Programme) and community was not adequate or up to date. Furthermore, there are no focused and/or customized communication strategies for strengthening awareness and community mobilization on these key areas; for the community and for their designated service providers.
The project is seeking services of a consultant to develop multi-media messages specifically for KPLHIV (key populations living with HIV), outreach personnel and health-care providers.
BASIC FUNCTION:
1.Develop comprehensive communication strategy to address 2nd and 3rd 90 of 90-90-90 covering four broad themes: early initiation of ART for KPLHIV, community mobilization for VL testing, the process of VL testing & result utilization and enhanced adherence counselling.
2.Develop messaging and multimedia templates for community support groups that actively communicate and share relevant information on early initiation and adherence to ART and access to VL testing
3.Finalize messages and multimedia templates such as flipbooks, flashcards, Whatsapp/mobile, video (short), case stories, graphics (eg. GIF), job aids etc. which are KP friendly
DUTIES AND RESPONSIBILITIES:
1.The consultant will be required to conduct a desk review of existing, globally available literature on the key themes and draw out recommendations for key messages/design templates as outlined in this ToR. In addition, the community consultation (as conducted by Project Sunrise) reports and recommendations therein must be reviewed and incorporated by the consultant.
2. The consultant will be required to work closely with the FHI360/Project Sunrise team to identify and develop key messages and creative media templates on:
a) Early ART initiation
b) Community mobilization for Viral Load testing
c)The process of Viral Load testing
d)Enhanced adherence counselling (EAC)
2. The consultant will be expected to develop a localized FAQ (frequently asked questions) that is lucid, informative and visually appealing on Viral Load testing and ART adherence.
3. Coordinate with the state team for content development & designing the final content.
4. For creative design and development of materials, the consultant will be required to coordinate with a communication agency (subject to being contracted by FHI360).
5.The draft material will be pre-tested by the consultant and feedback of the same must be incorporated. The consultant will be required to assist in the process of pre-testing along with comprehensive documentation of revisions (if any) required. Finalization of the designs after pre-testing and producing revised prototypes and material for final approval.
Educational Qualifications and essential requirement:
Educational qualification: Masterâs Degree (Media/Communication/Social Work/Allied), at least 5 to 7 yearsâ work experience in relevant setting.
Sample of work: The consultant is required to submit 3-4 samples of past work which demonstrates the expertise and competence on content, designing and pre-production.
Content: The consultant needs to have expertise and experience on social behaviour change communication (SBCC) related to HIV & AIDS and a creative designer with experience in health sector preferably HIV/AIDS.
Compensation:
Compensation levels at FHI 360 are equivalent to market rates within the development sector. However, offers shall be based on previous consultancy history, relevant experience and qualifications.
