Background

The Philippines has participated in the global initiative funded by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and implemented by the UNDP, United Nations Environment Program (UNEP), and World Resources Institute (WRI) - the Green Climate Fund (GCF) Readiness Programme. The GCF Readiness Programme’s primary objective is to support the Government of the Philippines (GoP) in strengthening national capacities to effectively and efficiently plan for, access, manage, deploy and monitor climate financing, in particular, through the GCF.  Specifically, the program is supporting capacitation and empowerment of the Climate Change Commission (CCC) as the National Designated Authority (NDA) to the GCF including relevant partner-government agencies. The Program targets two important aspects of the GCF approach, access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation; and the preparation of prioritized programs/projects for submission to GCF.

Institutional Arrangement

The IC shall be engaged and directly paid by UNDP.

The Technical Officer will be reporting directly to the National Coordinator who will monitor, review and approve her/his outputs and evaluates his/her over-all performance. The Focal Point of the NDA for GCF shall approve and monitor the outputs of the Technical Officer.

Duration of Work

To undertake the tasks, procedures and expected outputs, the Technical Officer shall be engaged for a period equivalent to 7 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is 11 December 2018 and the expected completion date is 30 June 2019.  

Duty Station

The assignment is based in Manila. Official travels shall be approved by the National Coordinator.  The Technical Officer is required to report to the office regularly, subject to the necessity of his/her services as determined by the National Coordinator and the Implementing Partner.

Schedule of Payments:

The consultant is required to submit a financial proposal indicating a monthly rate, exclusive of travel costs (if any). The engagement will make use of Daily Fee as the pricing option. The duration will be a maximum of 7 months.

20% Upon submission and acceptance of the following:

  • 4th Quarterly (October to December 2018) Progress Report
  •  2018 Annual Report 
  • Organized 2018 Project files/databases
  • Monthly Accomplishment Report (December 2018)

40% Upon submission and acceptance of the following:

  • Documentation of organization of and proceedings of Training of the Technical Working Group (TWG) for GCF on the Screening and Evaluation Tool (SET) and South-South Exchange.
  • Report on the full funding proposal development process for the Coastal Resilience Project
  • Organized database of all materials used for the Coastal Resilience Project Proposal development
  • Monthly Accomplishment Reports for January and February 2019

20% Upon submission and acceptance of the following:

•    1st Quarterly (January to March 2019) Progress Report

•    Project closure procedure and Work Plan

•    Audit Work Plan

•    Report on compliance with 2018 Audit Report

20% Upon submission and acceptance of the following:

•    2nd Quarterly (April to June 2019) Progress Report

Duties and Responsibilities

Scope of Work

The Technical Officer will provide technical and administrative support to the UNDP Global Climate Fund (GCF) Readiness Programme PMU and the Office of Commissioner Rachel Sibugan-Herrera who has been designated as the CCC’s Focal Point for GCF during the project close-out period.

Specific Tasks:

  • Draft the required technical reports of the project, including Quarterly Progress Reports, Annual Report and Project Completion/Terminal Report for review and finalization of the National Coordinator.
  • Organize remaining capacity-building activities of the project, including preparation of activity designs, drafting and sending-out of communication letters, development of presentation materials and documentation of proceedings. Remaining capacity-building activities are Training of the Technical Working Group (TWG) for GCF on the Screening and Evaluation Tool (SET) and South-South Exchange.
  • Prepare a report on the full funding proposal development process for the Coastal Resilience Project. Organize a database of all materials, including Powerpoint presentations, data, studies, reports and documentation of meetings and workshops conducted.
  • Establish and maintain a systematic and updated file of the reports of the Project and a well-organized database of all final project proposals/concept notes and deliverables/reports, in both Word and PDF formats. Make sure that electronic back-up copies of these documents are maintained and are kept in a secure location.
  • Provide assistance to audit process. Draft Audit Work Plan and assist the Administrative and Finance Associate (AFA) in complying with the 2018 Audit Report that will be submitted by the Commission on Audit. Ensure that compliance with the Audit Report are complied, including organization of project files. Assist the AFA in responding to 2019 Audit findings.
  • Draft project closure procedure and Work Plan for finalization of the National Coordinator and discussion with CCC.
  • Organize Terminal Evaluation activities and prepare highlights of meetings conducted for the terminal evaluation.
  • Provide research support for project proposal preparation and undertake secondary data gathering for project proposals and concept notes, as needed.

Required Skills and Experience

Education - 30%

  • A University degree in Human Ecology, Economics, Public Administration or Environmental Science; 

Experience - 50%

  • At least 2.5 years of work experience; which may consist / combination of the following:

    o   Demonstrated work experience in working with government agencies and funding institutions;

    o   Demonstrated experience in research, writing reports, documentation of meetings and workshops;

Language:

  • With excellent written and verbal communication skills in English language - 20% 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method:

- Qualifications - 70%

- Financial Proposal - 30 %
