Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Bureau and together they form the anchor of the Global Policy Network (GPN).  
The vision of the GPN is to become the cutting-edge provider of development advice and an organization that is able to instantly connect countries to the world, knowledge, resources and networks of best practice they need for achieving development breakthroughs. 
 
The Effectiveness Group focuses on assisting UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  It will enable UNDP and others to be more innovative, knowledge and data driven by identifying, testing, learning, sharing and institutionalizing what works, including through Effective Development Cooperation, and higher quality UNDP programming.  It acts as a hub on all aspects of results based management and development performance monitoring and analysis as well as a hub that identifies, collects, and share ideas on new and better ways of working across the UNDP network, social innovators, and the development community. 
 
 
The Chief, Effectiveness Group has substantive knowledge of effective development cooperation, delivering results in development and special development situations, knowledge management,  and the role of innovation in driving development solutions.  The Chief is responsible for providing overall leadership and substantive direction to the Group’s work through the team located both in HQ and Regional Hubs, as well as for the overall management of staff.  The Chief for this Group will bring world-class authoritative contributions, advice and technical expertise, leading advocacy and speaking authoritatively on behalf of the Group and the organization, establishing and ensuring implementation of strategies and guidelines, and directing the work of staff within the unit.  S/he will have the following functions: 
  • Leadership of UNDP’s evidence-based performance analysis, learning, and reporting in the context of the SP.
  • Prescriptive content design and guidance, and Quality Assurance of UNDP’s Programmes and projects in the context of the SP.
  • Integration across UNDP of Innovation, Knowledge generation and dissemination and Partnerships with Development and Performance Analytics to drive stronger performance and evidence-based leadership in SP mandated areas.
  • Outreach, communications and advocacy to the Executive Board, OECD/DAC, key south-south and GPC countries, and other critical stakeholders.

Duties and Responsibilities

1. Leadership of UNDP’s evidence-based performance analysis, learning, and reporting in the context of the SP:
  • Lead and communicate UNDP’s performance analytics agenda (results to resources) in close collaboration with BPPS/Crisis Bureau units, BOM and RBx;
  • drive performance related knowledge generation and dissemination, to feed into inter alia higher quality programming at country level, scaling up of innovation, more effective partnerships including evidence-based leadership of the SP’s programme priority areas;
  • lead and ensure timely, robust and clear performance reporting to meet accountability and governance requirements of UNDP’s EB and other key stakeholders.
 
 
2.Quality Assurance of UNDP’s Programmes: 
  • Substantively guide BPPS and Crisis Bureau support  to COs (in collaboration with RBx) to delivering high quality programmes and results for quality inputs to UNDAFs, CPDs (and related planning/programming instruments), through clear guidance, timelines and quality standards and quality assurance processes aligned with the SP; 
  • Drive harmonization with and represent UNDP in UN system dialogue on programme matters including for programme issues related to delivering as one, SOPs, common country programming, real-time monitoring, and QCPR action plan;
  • Ensure robust prescriptive policies, guidance, and quality standards in “mainstream” and crisis setting programming; strengthened results management including better use of data and evidence; risk assessment; environmental and social safeguards; and driving lessons and understanding of what works and what does not work in development cooperation; 
  • Ensure high quality, strategic and timely management of the HQ-PAC and EB submission requirements for CPDs and related programme matters.
 
 
3. Integration of Innovation, Knowledge and Partnerships with Development and Performance Analytics:
  • Provide substantive leadership, supervision and guidance to the Group to drive results upwards and outwards through Knowledge and Innovation; and
  • Deliver world renowned expertise recognized by the peer community which creates global recognition of the organization as the authority, source of innovation and effective hub of the global community on issues of development impact.
 
4. Overall Management and Coordination:
  • Lead, direct and manage the Group, including supervising staff and overseeing work planning, budgeting and reporting; and
  • Facilitate the inter-linkages between the various teams to ensure coherent delivery of results, including as a driver of quality, results, knowledge and innovation throughout UNDP
 
5. Partnerships, Representation and Advocacy.
     

Facilitate the team’s capacity to undertake the following:

  • Mobilize, foster and strengthen strategic partnerships with UN and other relevant bodies and provide substantive inputs to those partnerships;
  • Represent the Group in UNDP’s corporate discussions and in interagency coordination to engage partners in advancing the Group’s strategic agenda; 
  • Represent UNDP to the Executive Board on effectiveness issues as delegated by the BPPS Director and Deputy Director; and
  • Lead the Group to forge and maintain strong external partnerships related to effective development cooperation (including OECD DAC), IATI, and innovation 
 
6. Knowledge management:
 
  • Oversee, influence and drive through UNDP an agenda for cross-regional generation, exchange, and dissemination of knowledge based inter alia on broad and innovative participatory platforms; evidence-based research; south-south experiences; and collaboration and synthesizing of knowledge emerging from the development and implementation of programmes; and
  • Lead the responsive and timely provision of innovative platforms that will facilitate global and country participation in critical development debates, events and knowledge dissemination.

Required Skills and Experience

Education:
 
  • Advanced university degree (Master’s or equivalent) in economics, business administration, social sciences or related disciplines.
 
Experience:
 
  • 15 years of professional work experience leading teams, providing policy and programming advice and pioneering approaches in results based management, knowledge generation and dissemination to advance sustainable agenda at international level.  
  • Experience in developing country settings will be desirable. 
 
Language Requirements:
 
  • Fluency in English, both written and oral.
  • Working knowledge of another UN language will be desirable.
