Officer, Safeguards and Sustainability

To support program delivery, GGGI requires the services of a Safeguards, Poverty Reduction, and Social Inclusion (SPRSI) Officer, who will assist the GGGI Indonesia Country Program to meet the organizations gender, social development and social and environmental safeguards standards and to mainstream safeguards, poverty reduction, and social inclusion policies in program planning and implementation as detailed in Social Sustainability Framework and Action Plan of GGGI Indonesia. This is a national position. A critical part of the work will be to ensure that projects designed or financed with GGGI’s support comply with relevant national and international social and environmental safeguards and relevant policies of investors or donors, while at the same time also promote program innovations to maximize of social and environmental benefits. As a member of GGGI’s global Sustainability and Safeguards team and of the Indonesia country program, she or he will play a key role in integrating gender equality, social development and social and environmental safeguards into program activities and outputs. She or he will also analyze, monitor, and report on the country program’s progress in implementation of social development and gender mainstreaming activities.

The position will have a direct reporting line to the Green Growth Specialist based in Jakarta, Indonesia as well as a line of communication with the designated point of contact for Indonesia within the Sustainability Management & Safeguards department in GGGI Head Quarters. He/she will also allocate the time to work collaboratively with GGGI Indonesia’s government partners as well as other Development Partners.

PURPOSE

 

  • Analyzes and adapts knowledge products for integrating safeguards, gender equality, poverty reduction and social inclusion objectives into GGGI programs and projects.
  • Designs proposals for Safeguards and Sustainability capacity development for various stakeholder groups, including GGGI staff, government partners and other development and private sector partners.
  • Supports the integration of Safeguards and Sustainability principles, criteria, indicators and implementation & finance mechanisms into plans, strategies and proposals through technical support to GGGI managers and specialists and external stakeholders.
  • Assesses the existing monitoring framework and recommends specific Safeguards and Sustainability outcomes, outputs, principles, criteria and indicators.
  • Monitors program results as it relates to the Safeguards and Sustainability monitoring framework
  • Identifies and builds relationships and collaboration with in-country Safeguards and Sustainability partners and champions in government, private sector and civil society to advance the inclusivity of GGGI’s green growth agenda.
  • Acts as a country focal point for issues related to Safeguards and Sustainability and closely liaises with Safeguards and Sustainability staff at HQ.

 

ENGAGEMENT

 

  • Provides technical advice, guidance, and backstopping to the country program in the adoption of the Social Sustainability Framework and Action Plan in all aspects of program planning and implementation.
  • Fosters and supports communication and coordination related to Safeguards and Sustainability, in country, with GGGI headquarters, and with GGGI’s partners in Indonesia, in accordance GGGI’s Indonesia Country Program Communication Strategy.
  • Assists the country program to ensure that stakeholder consultation and participation is included and properly addressed in all project development.
  • Advises and supports staff and government partners to better integrate Safeguards and Sustainability in (investment) projects, the general country program and national green growth plans.
  • Demonstrates success stories in Safeguards and Sustainability and green growth to staff, government partners, donors and external stakeholders.

 

DELIVERY

 

  • Align with GGGI Program Strategy further develop country program level strategies and frameworks for safeguards, gender and sustainability.
  • Support resource mobilization and country program development for inclusive green growth
  • Develop, update, monitor, and report on and to the Safeguards and Sustainability framework, including identifying relevant indicators in government development plans at national and sub-national levels, as relevant to monitoring and achieving program outputs.
  • Review and assess draft reports and other intermediate work products of the country program to ensure that Safeguards and Sustainability policies and standards are properly incorporated.
  • Develop further guidelines and tools, as may be needed, for the implementation of the Social Sustainability Framework and Action Plan.
  • Support the country program with guidance from the global Safeguards and Sustainability unit, to develop bankable projects with clear social and environmental benefits
  • Contribute to report preparation and communication.
  • Participate and assist in conferences, meetings, workshops and seminars.
  • Deliver Safeguards and Sustainability capacity development to staff, government partners, and other partners as required.
  • Optimize communication materials that demonstrate stories of change from incorporating Safeguards and Sustainability objectives in green growth for staff, government partners, donors and other key stakeholders.
  • Help the country program to build and cultivate institutional partnerships and maintain knowledge networks with bilateral and multilateral development agencies, government agencies, NGOs and private sector actors.

 

REQUIREMENTS

 

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials, including a post-graduate degree in a relevant subject from a qualified academic institution. As noted, the position requires extensive experience in project development and proposal-writing, with a strong focus on gender equality, poverty reduction, and socially inclusive development in green growth policy and implementation. Solid knowledge of Indonesian policy and governance, institutional development, project design and delivery, and multi-stakeholder collaboration is needed. Practical experience with project implementation and monitoring will be an advantage.

 

QUALIFICATIONS

 

  • Advanced degree (master’s or equivalent) in sociology, anthropology, economics, political science, gender studies, or a related field.
  • At least eight years of directly relevant professional experience in managing or supporting social and environmental safeguards, poverty reduction and social inclusion, and gender mainstreaming.
  • Practical knowledge of social and environmental safeguard policies as used by bilateral or multilateral development organizations, such as policies dealing with social and environmental impacts of development, resettlement, and indigenous peoples.
  • Demonstrated skills and/or direct work experience public consultations and/or hearings; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments, gender assessments; and participatory monitoring and evaluation.
  • Strong interest in community-based and indigenous people based approaches in development, and preferably experience in working at village level in Indonesia’s outer-islands, including Papua and West Papua provinces.
  • Experience with (clean) energy or forest and land use related programs is an advantage.
  • Pro-active nature and ability to work independently.

 

FUNCTIONAL

 

  • Proven ability to provide high-quality advice on social and environmental safeguards, social inclusion, and gender mainstreaming to colleagues and partners.
  • Demonstration, through written work and dialogue, of in-depth knowledge of social and inclusive development issues in Indonesia.
  • Proven capacity to translate analytical work into policy advice and operational, actionable, recommendations.
  • Ability to work in a multi-ethnic, multi-national work environment.
  • Experience and/or proven understanding of private sector engagement is a benefit.
  • Excellent communications and presentation skills, including fluency in written and spoken English and Indonesian.
