OBJECTIVES OF THE PROGRAMME

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance andtechnical support in organizing the humanitarian health response and inrevitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts ofachieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation,setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. Within the framework of the Collaborative Country Cooperation Strategy, the Health Systems Programme's objective is to promote universal health coverage through strengthening of frontline health services. The Programme supports the Government of Bangladesh in advocating for a more integrated human resource development; facilitating the delivery of quality and integrated and people-centred services; ensuring equity in national health policies, strategies and plans through formulation of legal and regulatory frameworks to implement the Health Financing Strategy and further strengthening capacities in generating information andutilizing evidence as well as in ensuring quality medical products.TheProgramme in Category 4 is mainstreamed into four areas\: (1) National health policies, strategies and plans; (2) Integrated people-centred and equitable health services; (3) Access to medicines and health technologies, (4) Health system information and evidence.

DESCRIPTION OF DUTIES

1. Assist with health systems strengthening by providing technical assistance on health information system development by closely working with the Management Information Systems (MIS) Unit under the Ministry of Health and Family Welfare;

2. Assist the MIS unit in supporting the effective expansion of information and communications technology including the web-based district health information software and dashboards in the overall framework of the eHealth developments in Bangladesh for more integrated and standardized information;

3. Assist the MIS unit in promoting country-led processes to strengthen the capacity in health information collection management analysis dissemination and use;

4. Aid the MIS unit with the coordination and management of actions taken by the HIS Core Committee for assessment strategic planning costing resource mobilisation and implementation of action plans to address priorities and gaps for the policy governance human capital design development operations and sustainability of HIS activities;

5. Assist with the monitoring of the health-related SDGs by liaising with units in the Ministry of Health and Family Welfare responsible for monitoring and reporting on the health SGDs (Planning Wing Health Economics Unit etc.);

6. Assist with the identification and promotion of best practices and innovative technologies for HIS harmonizing data systems data elements and indicators and enabling interoperability across systems;

7. Assist in the organization and delivery of training or capacity development efforts to support staff in HIS planning implementation and management processes and data quality collection compilation, verification, analysis dissemination, and use;

8. Assist in the production of health statistical analyses technical reports, policy briefs, papers, and other health information knowledge products;

9. Liaise between WHO Country Office and SEARO in the planning and implementation of HIS activities;

10. Collaborate with partners and networks, actively supporting HIS efforts in Bangladesh such as icddr,b, UNICEF and others to promote the harmonization and alignment of approaches to HIS development; and

11. Undertake other related and assigned duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in statistics, social sciences or health sciences, management information systems or related field.
Desirable\: Master's degree in public health, statistics, bio-statistics, health management/administration, or related subject.

Experience

Essential\: At least two years of experience in health information system strengthening, with a focus on providing technical assistance to national level stakeholders on the use of sound health information/evidence.

Desirable\: 
• Working experience in evidence generation, analysis and presentation including use of different visualisation software;
• Working experience in translating evidence into policy;
• Working experience in national health policies, strategies, and plans;
• Working experience in inter-sectoral collaboration in strengthening health information systems and/or eHealth;
• Working experience in open source HIS solutions, such as DHIS2 and OpenMRS;
• Working experience at national and/or district level;
• Worked for an international organization in Bangladesh or experience abroad.

Skills

-Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries
-Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, Inter Country and Staff at the Country level

REMUNERATION

Remuneration comprises an annual base salary starting at BDT 3,599,803 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
