At its root, poverty is caused by unequal power relations that result in the inequitable distribution of resources and opportunities between women and men, between power-holders and marginalized communities, and between countries. Women and girls are affected by those inequities in distinctive ways, and they have a distinctive potential to affect change. CARE’s work focused on health outcomes is organized around improving women’s and girls’ ability to realize their reproductive rights in the context of broader health and other social systems and also of the effect of power dynamics. CARE believes that addressing the special health needs of women and girls is an independent driver of social change and is a necessary element of shifting power dynamics to advance social justice.

The Deputy Director for Sexual and Reproductive Health and Rights leads a project portfolio representing CARE’s key contributions to the Global CARE International (CI) Sexual and Reproductive Health and Rights Outcome Area. This position draws strategically on a range of internal and external resources to drive the greatest possible impact throughout the project portfolio. The Deputy Director’s primary aim is to bring a focus on results to a clearly defined portfolio of strategically important SRHR projects. Both through direct support and through coordination across SRHR’s functional teams, the incumbent in this position ensures efficient team workflows and smooth operations for projects in portfolio; provides high-level guidance on project budgets and internal organizational request; and supports the implementation of CARE’s SRHR strategy globally

Reporting to the Senior Director for Sexual and Reproductive Health and Rights, the Deputy Director also supports the Senior Director in external influencing and engagement, identification of strategic partners and alliances, and collaboration and coordination internal to CARE globally. The SRHR Deputy Director participates in team management along with project directors and team leads, as well as serving as the Sr. Director’s designate at internal and external meetings as needed.

The person in this role is responsible for managing 3-5 project leads (generally Project Directors/Project Managers) . S/he models leadership that is both results-focused and consultative and relies on excellent negotiation and influencing skills. S/he approaches both direct supervision and management support to the larger project teams globally from the perspective of coaching and mutual learning

Responsibilities

  • Direct CARE’s portfolio of key SRHR projects to advance CARE’s strategic interests
  • Lead CARE’s QI/QA/Program improvement strategy in SRHR projects
  • Supervise project directors
  • Contribute to facilitating efficient functioning of the SRHR team
  • Engage with donors around specific projects and represent CARE’s SRHR portfolio more broadly
  • Other responsibilities as assigned

Qualifications:

  • Masters’ Degree in public health or related field
  • 10 years of experience in global health within special emphasis within the reproductive, maternal, child, newborn and adolescent health (RMNACH) spectrum required
  • Strong skills in project monitoring, evaluation and learning, with particular focus on performance management and project MIS
  • Expertise in program quality improvement / quality assurance
  • 5-7 years of management /supervisory experience required
  • Applied experience implementing RMNCAH programming in implementing country with direct responsibility for project team, deliverables and budget management
  • Substantial experience overseeing large multi-country projects with responsibility for donor relationship management, technical oversight and project management
  • Excellent communication skills in English, and at least one additional language (French, Spanish, Portuguese, Arabic)
  • Demonstrated commitment to and leadership in global RMNACH
