OBJECTIVES OF THE PROGRAMME

The objective of the Health Financing (HEF) programme is to foster the development of equitable and efficient forms of health financing that enable countries to sustain progress towards Universal Health Coverage. This will be achieved through policy support to countries in concert with WHO Regional and Country Offices, the development and application of tools and approaches, the production of related knowledge products to feed into national policy and implementation processes, collaborating with and guiding partner agencies, and capacity building in health financing for Universal Health Coverage.

DESCRIPTION OF DUTIES

- Plan, implement and monitor administrative operations of the team in the areas of personnel, finance and budget, records and archives, procurement, and IT; - Prepare work plans for various elements/components of projects assigned under the guidance of the Coordinator and team and contribute to the organization of visibility actions;

- Follow-up on project implementation, drawing the attention of the supervisor or other members of the core team to problems, inconsistencies and delays for corrective actions, if necessary;

- Coordinate the information dissemination strategies for the team and with other partners, including updates to health financing web pages, meetings, and teleconferences;

- Prepare all obligating documents, entering relevant information available, ensuring the availability of funds and preparing payment requests upon verification of deliverables;

- Maintain a strong communication link with all relevant partners;

- Monitor budget implementation, evaluate technical progress against objectives and timelines, and ensure timely reporting in WHO's internal systems as well as to funders in a timely and accurate manner;

- Draft correspondence on own initiative or on the basis of instructions; to finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining and attaching background information when required, or redirecting them as appropriate, drawing the attention of the supervisor or other core staff concerned;

- Perform other related duties as required or instructed, including providing support to other areas of work, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: First level university degree in public policy, management, public health, or related field.
Desirable\: Masters degree in public policy, management, public health, or related field.

Experience

Essential\: At least 2 years' relevant experience ideally in WHO or other UN agencies in planning, grant management, HR, budget, finance, or related field, including sound understanding of donors requirements on grants and project management. Experience in coordinating administrative issues at team, unit-and/or departmental level.
Desirable\: Relevant work experience within WHO or other UN agencies. Experience in Oracle-based or other ERP systems.

Skills

- Familiarity with the WHO rules and regulations and have a sound knowledge of its practices and procedures;

- Familiarity and understanding of project management needs in relation to health financing work in particular;

- Good communication skills, both oral and written;

- Organization and coordination skills and ability to work within and contribute to a team.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,472 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2796 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
