Organizational Setting
 

The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities.  RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.  RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

 

The Procurement Team is responsible for the procurement of goods, works and services based on the Organization’s guiding principle of "Best Value for Money" in support to the Regional and Ghana Country Offices’ programmes and projects.

 

Reporting Lines

 

The National Procurement Assistant reports to the Administrative Officer.

 
Technical Focus
 

Supports the procurement of goods, works and services in compliance with applicable rules and regulations.  

 
Tasks and responsibilities
 
  • Support the procurement process through the preparation of documents and correspondence related to assigned procurement actions (i.e. preparation of tenders, Purchase Orders and/or contracts, bids analyses, etc.);
  • Follow up the delivery of goods and services against Purchase Orders and/or contracts to ensure receipt within promised due dates;
  • Review invoices related to goods and services procured, including related transportation and customs clearance services for accuracy; report discrepancies found to supervisor, before processing related payments;
  • Retrieve, enter, select, analyse and summarize procurement data from a wide variety of sources, including corporate system and databases; verify accuracy of procurement data and documents; make necessary calculations;
  • Support the preparation of procurement plans, taking into consideration timelines for receiving tenders;
  • Collect and compile data for recurring reports on procurement, as may be required; run periodic procurement related reports, taking action as requested;
  • Report on the status of procurement actions;
  • Respond to queries related to procurement actions handled;
  • File documents and correspondences related to assigned procurement actions;
  • Review with the supervisor problems and discrepancies related to assigned actions;
  • Perform other related duties as required.
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • National or legal resident of Ghana;
  • Secondary School Education (high school diploma); supplemented by courses in procurement or related training
  • Three  years of relevant experience in procurement support work
  • Working knowledge of English

Technical/Functional Skills

  • Extent and relevance of experience in procurement support work and associated tools
  • Extent of familiarity with procurement regulations and procedures
  • Extent of experience in analysing, processing and editing of information and data and record keeping
  • Good knowledge of the MS Office application, Internet and office technology equipment
  • Ability to effectively use information systems and databases to insert and retrieve data, make enquiries and edit results
  • Experience in logistics handling and management is an added advantage
  • Working knowledge of French is an added advantage
  • Procurement or related work experience in the United Nations or other international non-governmental organizations is an added advantage
