OBJECTIVES OF THE PROGRAMME

The mission of WHE is to build the capacity of Member States to manage health emergency risks, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

 

WHE brings together and enhances WHO's operational, technical and normative capacity in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and National capabilities.

 

The objectives of the CPI & IHR include the monitoring and evaluation of countries' preparedness for health and humanitarian emergencies, planning and country capacity building for critical capacities, and acting as Secretariat of the IHR 2005. CPI has an all-hazards approach and involves all three levels of the Organization. CPI prioritizes support to the most vulnerable and low capacity countries.

 

The intersectoral nature of emergency preparedness entails for CPI a large partnership with other international organizations and the consideration of several global frameworks such as the Sustainable Development Goals related to health, emergencies and disasters, the International Health Regulations IHR 2005, the Sendai Framework for Disaster Risk Reduction from 2015-2030, the Pandemic Influenza Preparedness framework, the Performance of Veterinary Services, the Paris Agreement on Climate Change, regional strategies such as the Asia-Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III), the Integrated Disease Surveillance and Response, the European Health Policy 2020, and the regional strategies for disaster risk management. CPI coordinates its activities with international and national initiatives such as the Global Health Security Agenda and Universal Health Coverage 2030.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:

 

1. Provides overall support to strengthening IHR 2005 core capacities in the country using APSED III as a framework;

2. Facilitates strengthening and maintaining functions of the National IHR Focal Points' capacities and enhancing National IHR Focal Point networking including facilitation of IHR event communications and information-sharing related to public health events and emergencies as well as exercises;

3. Supports implementation of the components of the IHR Monitoring and Evaluation Framework, including JEEs, exercises, after action reviews and annual reporting;

4. Ensures strengthening Points-of-Entry (PoE) capacities including preparing for and responding to public health emergencies and building a regional mechanism and connecting PoE;

5. Provides technical assistance for development of national public health emergency preparedness and response plans as well as testing and maintenance of these plans;

6. Facilitates development of IHR 2005 advocacy materials;

7. Provides technical assistance in preparing for and responding to outbreaks of emerging diseases and other public health threats;

8. Provides technical assistance to improve disaster risk management for health, including preparedness activities;

9. Develops and supports prevention and control strategies, tools and capacities for influenza and other high-threat infectious hazards, including data management, analytics and reporting to produce and disseminate timely emergency health information products;

10. Provides support to Government of Solomon Islands in prevention, control, and treatment of selected communicable diseases through sound medical and public health approaches;

11. Upon request, provides technical support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency; and

12. Performs other related duties, as requested by supervisor, including provision of support to other areas of work and teams or programme areas within the WHO's Health Emergencies Programme, as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medicine with advanced university degree in public health or any health-related field.


Desirable\: Advanced training in public health administration, project management or International Health Regulations related activities.

Experience

Essential\: Minimum of seven years of experience in public health including experience in outbreak and emergency management involving preparedness and response at the international level.


Desirable\: Experience in managing IHR-related work especially emerging disease outbreak and public health emergency preparedness and response at international level. Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all hazard approach in the context of the International Health Regulations .

Skills

-Knowledge of WHO, the UN System or NGO work in the field of infectious disease, outbreak and emergency preparedness and response.

-Excellent organizational and analytical skills with the ability to coordinate activities and manage several projects at same time.

-Excellent presentation and interpersonal skills to negotiate with and convince officials with tact and diplomacy.

-Ability to write in a clear and concise manner, and to present factual information.

-Demonstrated skills in information technology.

-Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3103 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
