CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan.  Inside Syria, the IRC is specifically focused on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary

As part of the Economic Recovery & Development (ERD) team, the Information Management Officer Northwest (NW) Syria will be responsible for data cleaning and quality checks, information management, vulnerability scoring, pivot table analysis of data, and interfacing with IRC’s data collection platform for IRC’s ERD programs in NW Syria including Cash and Basic Needs, Livelihoods, and/or Agricultural Livelihoods Programming. He/she will ensure that programs are supported to be able to efficiently and effectively analyze data, make programmatic decisions, and store data appropriately and accurately. He/she will report to the Program focal points, either the Cash and Basic Needs Manager or Senior Livelihoods Officer in Amman and will work closely with IRC’s ERD Coordinator and Senior Manager for NW Syria.

Major Responsibilities

Program Management, Technical Quality, and Strategy

  • Ensure data is effectively cleaned and data quality issues are systematically captured and clearly communicated to the programs team via email.
  • Review beneficiary registration data for program eligibility and, where applicable, apply scoring systems to support with beneficiary selection.
  • Proactively review form data for inconsistencies, logic errors, outliers etc. and seek to reduce data submission errors through effective feedback and inputs into form design including field training for data collectors.
  • Ensure all data collection systems and procedures and in-line with IRC standard operating procedures, particularly related to approvals, documentation requirements and data management
  • Develop and update on a weekly basis program activity tracking tools to be shared with Program Coordinators
  • Research, Learning and Analysis
  • Coordinate closely with the MEAL team to ensure MEAL activities for ERD (including post-distribution monitoring, registration monitoring) are supported as needed.
  • Work with ERD program managers on data collection processes and following up on any issues that may arise to ensure the data is validated.
  • Coordinate with the MEAL department on any support needs including assessments, data collection instruments, trainings, and database support.

Qualifications

Education:

  • University degree in a relevant field required, including information management systems, computer science, data science or a related degree

Work Experience:

  • Minimum 1 year previous experience working with information systems management, monitoring and evaluation, database development and management.
  • At least 1 year work experience with INGO

Demonstrated Technical Skills:

  • Experience implementing or supporting one or more of the following activities: Database management, information systems, accountability systems

Demonstrated Managerial/Leadership Competencies:

  • Strong organization skills; ability to prioritize, multi-task and follow work plans
  • Attention to detail
  • Strong planning, writing and reporting skills

·Knowledge of key staff and budget management tools

Languages:

·Fluent in Arabic and English

Computer/Other Tech Requirements:

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
  • Knowledge of data analysis and data visualization tools a distinct advantage
  • Knowledge and experience of ODK, Tableau, and/or CommCare would be a distinct advantage

Ability to Travel:

·5% of time, as applicable for meeting and conferences

Working Environment

The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure. The IRC office is in a modern professional building.
