CONTEXTUAL BACKGROUND

Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. IRC is working in several Iraqi governorates including Ninewa, where it recently expanded to Sinjar.

Job Overview/Summary: Under the direct supervision of the Ninewa Field Coordinator, Senior Supply Chain Officer is responsible to provide support and assistance to the IRC staff in matters related to Administration, Procurement, Security, Fleet Management, Assets and Logistics. The duties of the Senior Supply Chain Officer are as summarized below:

Major Responsibilities:

Admin/Procurement:

  • Ensure all contracts are up to date and renewed on time.
  • Ensure that all supplies, services and equipment required by teams and available in Sinjar are procured and delivered on time by following the procurement procedures.
  • Routine communication, coordination and planning with teams regarding the order and delivery of supplies.
  • Support the process of identifying capable suppliers and ensure that the field offices are following the IRC policies.
  • Generate and report any required data required by the Field Coordinator or SC Coordinator.
  • Support in maintaining the SC filing system including PRs and Service Contracts.

Asset Management:

  • Understand, implement and maintain standard IRC asset management policies and procedures.
  • Maintain and update Asset Register, including details of asset transfer, asset repairs, asset disposals, breakdowns and purchase of new assets and attractive items.
  • Ensure all assets are tagged and relevant forms are signed before issued to staff members or sent to the field offices.
  • Ensure all office furniture and inventory are accounted for and have inventory numbers
  • Carry out quarterly spot checks for assets and inventory to ensure records are up-to-date for condition and location
  • Provide inventory reports to IRC main office in Mosul.

Security:

  • Monitor the security situation.
  • Manage security threats/risks.
  • Build the capacity of Sinjar-based staff in the security area.
  • Map security local actors and liaise with local authorities.
  • Inform and coordinate with Mosul Security and Safety Officer.

Fleet Management:

  • Ensure that IRC fleet is allocated in a transparent and correct manner.
  • Establish and enforce good fleet management practices, including driver supervision and dispatch mechanisms.
  • Prepare proper documentation for drivers’ salary payments and contract renewals.

Logistics:

  • Ensure necessary preventative maintenance, repair actions for all facilities are identified/resolved, utility bills paid on time and controlling intake/out-take of items from smaller stocks
  • Ensure that basic office services - such as electricity, water, heating and Internet – are provided without interruptions.
  • Ensure vehicles are properly managed and that vehicle needs are properly budgeted.
  • Ensure proper management and servicing of office generators, including fuel purchase and preparing monthly reports.

Position supervises: Finance Assistant; Fleet and Logistic Assistant

Position Reports to:  Field Coordinator - Mosul

Other Internal and/or external contacts:

Internal: Education and Child Protection Sr. Officers/Officer

External:Vendors and local authorities


Qualifications

Job Requirements:

Education: Diploma or Bachelor degree

Work Experience:

  • At least one year of prior professional experience in a similar post
  • INGO or NGO experience preferred

Demonstrated Skills and Competencies:

  • Strong computer skills required (Word, Excel, PowerPoint)
  • Ability to work independently
  • Good interpersonal, organizational, and time management skills
  • Excellent interpersonal and problem-solving skills and flexibility.
  • Ability to maintain the highest degree of discretion
  • Ability and willingness to work and travel throughout Iraq in IRC field locations. 

Language Skills:  Fluency in Arabic and ability to communicate clearly and effectively in English is required.
