OBJECTIVES OF THE PROGRAMME

To develop and implement health systems based on primary health care, supporting universal coverage.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:To identify, critically assess and analyze national health plans and strategies of Member States, and advise ministries of health, education, and finance and other key stakeholders based on evidence-based policies, strategies and planning tools. To support Member States in the formulation of national health plans and support their implementation at country level as well as monitoring and evaluation. Assist in developing monitoring frameworks, processes and tools, including for capacity building, sharing best practices and lessons learnt on health planning.To develop and sustain partnerships with a broad range of institutions, organizations, health partners and stakeholders within and outside WHO/AFRO, to advise Member States on the development and implementation of strategic plans. Facilitate development f relevant tools and guidelines for the analysis and interpretation of planning data. Compile regular and ad hoc reports, statistics and scientific papers on health plansto support countries' and partners work. To collaborate with HSS, HSG staff at the Regional Office, IST, Country Offices, and with Collaborating Centers and other interested parties on the development and coordination of multi-year strategic plans taking into account economic projections and estimates for human, financial and other health resources and inputs..Participate in the development of guidelines, norms and standards for all aspects of health planning at country level, with particular attention to sound data management methods for evaluating progress and results, lessons learnt and obstacles, performance assessment, while ensuring the use of standard quality-assured data.To collaborate in resource mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions pertaining to health financing and social protection at the regional, sub-regional and country levels in a proactive manner.To support the development of work plans and budgetary proposals, as required.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in health planning and management.
Desirable\: Post Graduate degree/qualification in public health/health systems managementPost-graduate degree or training in health economics.

Experience

Essential\: At least seven years' experience in health planning/strategic planning work at national and international levels, with demonstrated experience in the field of health planning with a governmental or international institution/organization. Proven experience with health sector plan reviews and assessments and analyses of health plans in resource limited countries.
Desirable\: Experience or sound understanding of WHO mandate in health policies, strategies and plans. Experience in monitoring and evaluation.

Skills

Demonstrated knowledge of health planning principles and methods, with proven ability to assess health plans and their impact in resource limited countries. Ability to summarize technical analyses in clear and accurate reports. Excellent communication and presentation skills and ability to write and produce technical documents in a clear and concise manner based on the views of multiple stakeholders and partners. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3287 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
