Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment.  The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region. The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected Sub-Recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies

UNOPS is the Principal Recipient managing the RAI2E grant (2018-2020) established by Global Fund in 2018, providing USD242million for malaria elmination activities in the Greater Mekong Subregion, plus USD154million for TB and HIV activities in Myanmar (2018-2020). Under the overall supervision of the Programme Director and the direct supervision of the Compliance Officer, the Compliance Associate shall be responsible for evaluating and enhancing the internal control system of Sub-recipients and Implementing Partners (SR/IPs).  


Functional Responsibilities

Compliance and Assurance:

  • Assist in preparation of the annual work plan of compliance and capacity building activities (desk review, field verification, audit follow up, risk assessment, action plan follow up, etc).
  • Support Compliance Officer in conducting capacity assessments as required per the donor, such as assessment of financial management capacities of newly appointed SRs/IPs.
  • Assess compliance though desk review to SR’s/IPs internal control procedures; control mechanisms, agreements terms and regulation, Global fund’s/donors’ requirements and Government regulations, and ensure supporting documentation is exhaustive and consistent
  • Regular monitoring and reporting on the status of implementation of recommendations resulting from desk reviews and verification missions conducted, and follow up on the adequacy and timelines of management action taken by SRs/IPs;
  • Liaise with Programme Officers and conduct necessary project visits to obtain all certified documents evidencing the completion of an activity, incurring of expenditure and identity of the party/vendor.
  • Assist the Compliance Officer to review financial documents to monitor the SR/IP’s financial risk and updating in the risk tracking sheet.
  • Assist the Compliance Officer to verify that all SR/IP audit findings are resolved in a timely and appropriate manner.
  • Provide support to Compliance Officer to respond to Local Fund Agent (LFA) queries during SR expenditure verification by LFA;

Knowledge building and knowledge sharing

  • Assist in developing a comprehensive, tailor-made capacity building plans for SRs.
  • In line with the capacity building plan, organize and undertake SR capacity building activities in Financial Management as well as training in close cooperation with the Programme, M&E and PSM units and external technical specialists.
  • Contribute feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
  • Assist in maintaining and updating PR-ARHC Operational Guidelines for SRs/IPs.

Impact of Results

The effective and successful achievement of results by the Compliance Associate directly impact quality and accuracy of work completed.  Accurate and properly documented records enhance UNOPS capability and reputation in operations management and effective stewardship of donor and partner funds.


Education

Education

  • Completion of secondary school is required.
  • A university degree in accounting, business administration or related area would be an asset and may substitute required years of work experience. .
  • Relevant certification in financial management or accounting is an advantage.

Experience

  • Minimum 6 years of relevant experience in financial compliance, audit, accounting, or risk management is required.
  • Knowledge of UN financial rules and regulations is an asset.
  • Experience with MS Office 2010 or newer versions is required.
  • Experience working with ERP and using financial management electronic systems is desired
  • Some experience in UN system organizations is desirable.

Language Requirements

  • Full knowledge of English and Myanmar language is essential.
