Deputy Director (Partnerships, Strategy & Analytics)

ORGANIZATIONAL CONTEXT
As the Head of the Service responsible for Partnerships, Strategy and Analytics within the Division of Resilience and Solutions (DRS), the Deputy Director leads a team of approximately 17 staff at Headquarters and oversees technical support to 12 Senior Development Advisers in field based positions. The Deputy Director reports to the Director, DRS, and supervises 5 HQ staff at P5/P4 level.  The Deputy Director coordinates and collaborates closely with the Deputy Director (Technical and Field Support), and the Senior Advisor on Private Sector Partnerships.   On the external front, the Deputy Director is responsible for advancing corporate partnerships with International Financial Institutions (IFIs), multilateral and bilateral development banks and agencies, UN development partners, notably UNDP and promoting their engagement on policy, operational and financial implementation of the goals of the Global Compact on Refugees (GCR). The position also oversees the establishment and work of the UNHCR - World Bank Group (WBG) Joint Data Centre (JDC) and its UNHCR Deputy Manager in Copenhagen. The Service represents UNHCR and the Division's positions and policies on all issues falling under its competence to external stakeholders as required. On the internal front, the Deputy Director is responsible for providing the Director with guidance and advice on all questions falling under the Service's competence, representing the Division as required at internal management and inter-divisional/bureau meetings, coordinating with Bureaux and Divisions as appropriate on (i) pertinent normative issues  and corporate relationships and (ii) providing operational and technical support to country offices on partnerships, strategy and analytics including those related to implementing the objectives of the Global Compact on Refugees (GCR).

- UNHCR maintains and develops global partnerships with International Financial Institutions (IFIs), multilateral and bilateral development agencies and development banks, and promote their policy, operational and financial engagement in the implementation of GCR objectives.

Responsibility
PARTNERSHIPS
- Maintain and develop global partnerships with International Financial Institutions (IFIs), multilateral and bilateral development banks and agencies, promoting their engagement on policy, operational and financial implementation of objectives relative to the goals of the GCR.
- Develop opportunities, institutionalise partnerships and leverage the technical, financial and analytical capacities of multilateral and bilateral development organizations in support of GCR and UNHCR objectives to improve the resilience and advance solutions for refugee and other forced displacement situations.
- Ensure that essential protection objectives and considerations inform the policy, practice and programmes of development partners.
- Oversee UNHCR's relations and act as focal point for the corporate relationship with the World Bank Group, the UN Development Programme (UNDP), OECD, ILO and key bilateral development partners.
STRATEGY
- Lead - in close collaboration with relevant technical teams - the development of a coherent set of guidance on inclusion strategies for development sectors relevant for protection and solutions.
- Issue advice and guidance to development partners on the inclusion of protection related considerations (with technical inputs from DIP as required.)
- In collaboration with the Senior Advisor on Private Sector Partnerships, develop and advance a strategy on resilience and solutions to support public-private sector partnerships and with civil society organisations of pertinence to refugees and other Persons of Concern (PoC).
- Provide advice and guidance on approaches to developing resilience and solutions and practical humanitarian/development cooperation to Bureaux and/or jointly to relevant Country Operations.
- Collaborate with the Deputy Director (Technical and Field Support) on the identification and development of areas for technical cooperation between multi-lateral and bilateral development organizations and field operations that can result in improved outcomes at household level for refugee-hosting and returnee-receiving areas and enhanced sustainability and effectiveness of national asylum and protection systems.
- Conduct support missions to key country operations, as appropriate together with counterpart of global partners and, wherever feasible, in cooperation with the Regional Bureaus.
- Support the strengthening of the capacities of Regional Bureaux in the field of resilience and solutions enabling them to exercise their responsibilities for supporting and supervising country offices in their region.
- In coordination with NYO and other divisions, articulate UNHCR¿s position on UNHCR's engagement with the Sustainable Development Goals (SDGs) and national and UN development planning processes.
- Actively promote the inclusion of PoCs in SDGs and the 2030 Agenda for Sustainable Development (¿leave no one behind") with all relevant partners.
- Provide guidance on ¿operationalizing" UNHCR¿s engagement with SDGs and national and UN development planning processes and monitor its subsequent uptake and inclusion by HQs and field operations in their respective plans and programmes. 
- Identify and implement opportunities for training with development organisations and oversee the internal production of training materials on humanitarian-development cooperation as they pertain to resilience and solutions.
- Provide advice to Division of Human Resources on Job Descriptions (JDs) related to development, resilience and solutions provide technical clearance of incumbents.
ANALYTICS
- Coordinate and oversee internal and external effort to develop ¿indicators of success" for the objectives of the Global Compact on Refugees (GCR) in close consultation with Member States, development partners and civil society organisations.
- With support from the Governance Service, coordinate a process to measure the impact of hosting, protection and assisting refugees, in close consultation with Member States and other stakeholders.
- Identify corporate priorities for the production of data, analysis and evidence to support UNHCR¿s agenda and responsibilities for pursuing and promoting resilience and solutions.
- Joint management of the establishment and work of the UNHCR-World Bank Joint Data Centre.
- Identify and promote the systematic inclusion of the protection, justice and governance dimensions of poverty and vulnerability in socio-economic data collection and analysis conducted by development/prevention partners.
- Provide analytical, research and knowledge product and tools to inform UNHCR¿s positioning, strategies and practices in support of resilience of solutions related considerations and contributing to relevant prevention interventions.

Authority
PARTNERSHIPS
- In collaboration with relevant entities (Bureaux, DER, DPSM, Senior DRS Staff), represent UNHCR at the corporate level in development of the relationships with the International Financial Institutions (IFIs), Multilateral Development Banks (MDBs), and collaborate with key multilateral (EU, UN) and bilateral development partners.
- In collaboration with the relevant entities, provide global guidance on relevant partnerships.
STRATEGY
- In collaboration with the Deputy Director (Technical and Field Support) and the Senior Advisor on Private Sector Partnership, submit guidance through the Director to Bureaux and Divisions on issues falling under the competence of the Division of Resilience and Solutions (DRS).
- Clear the content of training and deliver training on Partnerships, Strategy and Analytics as they relate to the competences of the Division of Resilience and Solutions (DRS).
- Submit corporate position / policy on SDG engagement for consideration by SMC, and endorsement by the HC/SET.
- Develop and clear related content of training / staff development products and activities related to partnership, research and analytics.
ANALYTICS
- Develop corporate priorities with respect to particular situations and issues related to resilience and solutions in consultation with the Director, other Divisions and the Regional Bureaux.
- Decide on topics or countries, in agreement with the Bureaus and Country Representatives concerned, for socio-economic analysis.
- Represent UNHCR in technical committee meetings and discussions of World Bank-UNHCR Joint data Centre (JDC).
- Commission and issue research reports on critical resilience and solutions issues and situations in cooperation with partners (for example, the DfID, UNHCR and World Bank Trust Fund on Building Evidence on Protracted Situations).
- Issue tools and methodologies to support country operations embrace socio-economic data collection efforts.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of Master's) in Law/International Law, Political Science, Social Science, Development, Economics, International Relations or related field plus minimum 16 years of previous work experience relevant to the function. Undergraduate degree (equivalent of a BA/BS) plus 17 years or Doctorate degree (equivalent of a PhD) plus 15 years of previous relevant work experience may also be accepted.
- At least six (6) years of direct working experience with an international agency/organisation implementing development programmes, of which at least two (2) years in field operations,  preferably with knowledge of, or experience in, local or area based economic development.
- Knowledge or experience of managing of primary data collection, quantitative research methods and results-based management.
- Proven coordination and or networking skills engaging both development and humanitarian actors, familiarity with development and humanitarian processes.
- Excellent policy and development programming skills and familiarity with results based management.
- Solid understanding of development context and related operational challenges as they relate to refugees, including institutional arrangements.
- Excellent communication skills including ability to communicate and disseminate information effectively to a broad background of stakeholders.
- Excellent analytical skills, and good research capabilities.
- Drafting skills.
- Knowledge of English and one other UN working language (French, Spanish or Arabic).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Strong and up-to-date knowledge of development cooperation, state-building and peace-building in fragile and conflict-affected situations.
- Previous experience with a donor, development or technical cooperation agency or Non-Government Organisation in a management positon.
- Solid understanding of humanitarian operations, principles and coordination structures and their interface with development policy and processes.
- Good grasp of refugee protection and its relevance to development.
- Knowledge of economics, statistics, quantitative methods.

Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
