PSP Officer (Partnership Support)

ORGANIZATIONAL CONTEXT
Reporting to the Head of Unit (HoU), the incumbent will have an expert writing and advisory role in the multi-functional Partnership Support Unit (PSU). The PSU team sits in the Private Partnerships and Philanthropy (PPH) Section and provides a fundraising support service to the wider Private Sector Partnership (PSP) Network across PSP Markets and including National Partners.

The Unit supports fundraisers and relationship managers along the entire donor journey, from prospecting to partnership renewal, serving as a bridge between the fundraising network and the rest of UNHCR, and is critical to the success of PSP doubling the PPH income stream by 2025.

The PSP Officer (Partnership Support), an expert writer position, provides advice and support writing donor proposals and reports, and edits and finalizes the work of others to ensure fundraising materials are pitched right to meet donor interests,  while remaining aligned with the UNHCR brand and key messages on content.  The incumbent will provide training within the team on proposals and report writing for the private sector.

The position also plays an advisory function to the HoU, ensuring that the needs of the network are met, with a sufficient range of appropriately pitched products across income streams, levels and markets to optimise PSP fundraising opportunities in the PPH space, based on an analysis and consultation with the key stakeholders.  The incumbent will support the development of new forward looking products and packs in coordination with the Task Teams based on a work plan approved by the HoU.

The incumbent will have a key role sensitizing colleagues in the unit on the packaging of proposals to ensure donor interests and needs are addressed to effectively leverage PPH fundraising opportunities for UNHCR. S/He will work closely with technical Task Teams in the unit that have geographic and thematic responsibilities scoping, compiling and technically verifying the content of proposals and reports.  Therefore, it is essential that the incumbent is a good team player to effectively leverage the multi-functional skills and experience in the unit, as well as influence work streams constructively. The incumbent's main contacts will be within the team finalizing documents on the request of the task teams, and across other units in PPH and with PPH fundraisers in the PSP network.

The PSP Officer (Partnership Support) will supervise another writer in the team ensuring that an overview is maintained of PSP donor reporting requirements ensuring reporting requirements are met in timely manner to highest professional standards, with support provided where required. S/He will also supervise two more colleagues, one responsible for graphic design and one for managing an online platform of PSP fundraising materials for the network. Together, this part of PSU will provide support compiling, editing and polishing UNHCR fundraising proposals and reports for the PSP Network of PPH fundraisers to the highest professional standards, and ensure that fundraising materials are available on line on a user-friendly platform, to meet support PPH fundraisers across the PSP network.

FUNCTIONAL STATEMENT
Accountability
- Timely response to queries from the PSP network with requests for support to scope proposals channelled to the appropriate geographic/thematic Task Team with clear advice provided on donor needs where unclear in consultation with the fundraiser, to enable Task Teams to identify best match to UNHCR priorities.
- High quality fundraising materials are produced in timely manner that meet donor needs and address UNHCR Priorities and funding gaps. Fundraising content is technically cleared by Task Team leads in PSU to confirm that propositions to PSP donors can be reliably implemented and reported on to support further giving, and avoid reputational risk to UNHCR.
- Proposals and Reports are edited / finalized where necessary to align with the UNHCR Brand and key messages, and produced to the highest professional standards to leverage fundraising opportunities across income streams and markets.
- The PSP Network has access to a well-organized and easy to use online platform of fundraising materials for PPH fundraising. The platform will have a range of up-to-date, relevant and useful fundraising materials to meet the needs of the PSP Network in the PPH space. Obsolete and outdated fundraising material or policies will be archived, and the platform organized to enable quick thematic or geographic searches by document type.
- The Head of Unit receives regular structured data driven advice on needs of the network for new fundraising materials to support proactive fundraising, across range of PPH income streams and markets to best leverage fundraising opportunities for UNHCR.
- The PSU team across functional streams receive training and support on writing for private sector donors.

Responsibility
- Develop a good knowledge of UNHCR's mandate, brand and key operations to support accurate compelling and on-message propositions to the private sector in the private partnerships and philanthropy (PPH) space.
- Write and edit private sector donor proposals and reports that match donor interests and UNHCR priorities and funding gaps, based on scope confirmed by Task Teams.
- Ensure the network have access to easy to use brand compliant templates and guidance to ensure UNHCR presents as consistent brand to the private sector
- Respond to the needs of fundraisers working in different markets with a range of donors and giving preferences and head of income streams at HQ to ensure that PPH fundraisers have the proactive fundraising materials they need, and identify gaps and new areas of work for the unit with the approval of the Head of Unit.
- Compile fundraising packs on themes or situations confirmed by Head of Unit, in coordination with the task teams in response to needs and opportunities in the PSP network
- Support fundraising teams and individuals in the PSP network to develop and manage proposals and reports, referring fundraisers to the task teams for content and technical support on scope of proposals.
- Design training or orientation programmes to increase understanding of private sector donor needs in terms of proposals and reporting, for PSU, PSP fundraisers as well as for key operations working with the private sector.
- Ensure enquiries received from the network are responded to in line with UNHCR policies, procedures and SOPs that impact fundraising throughout the contribution management cycle and donor journey, channelling complex enquires to functional specialists/task teams as appropriate.
- Review functioning and content on the community platform updating as appropriate and ensure appropriate classification/tagging of documents to facilitate effective search function as well as logical user friendly structure of the platform, and clear management of the platform content.

Authority
- Advise the Head of Unit on the fundraising product needs of the PSP network across income streams and markets, based on structured consultation and analysis with heads of income streams, and PSP Regions and National partners and consultation within the team
- Advise Task Teams on adjustments to be made on scope and tone of propositions and reports to adequately meet donor needs to support PSP fundraising goals and identify options and solutions to challenges.
- Advise Task Team on Brand compliance of fundraising materials, to ensure UNHCR propositions and reports consistently promote the UNHCR Brand. Create brand compliant templates for use by the network, securing appropriate approval by the Strategic Communications team and promote and support use of the templates in the network.
- Advise and support supervisee to project manage the adobe community platform of resources with a view to enhance the document classification of materials on the community platform seeking expert advice/specialist support where required and create management plan for the platform, supporting further roll out and feedback to ensure the platform meets the needs of the PSP network for accurate, relevant and useful fundraising materials on an easy to use online platform.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in business administration, marketing, social sciences, public relations, communications or a related discipline
- A minimum of 6 years with Undergraduate degree (equivalent of BA/BS), 5 years with Graduate degree (equivalent to Master¿s) or 4 years with a Doctorate (equivalent to a PhD) of previous job experience relevant to the function, at professional level writing proposals and reports in context of private sector fundraising, or external relations and communications.
- Excellent drafting skills in English to highest professional standards suitable for external consumption.
- Excellent editorial skills with experience writing compelling cases for support and proposals, with ability to write in different styles to suit specific donor audiences
- Practical fundraising experience with the private sector in the private partnerships and philanthropy space (Corporations, Foundations, Philanthropy), with demonstrable knowledge of opportunities and challenges across these income streams and across markets essential.
- Strong teamwork skills, and ability to build effective working relations and collaborate across functional streams.
- Good negotiation and stakeholder management skills, able to provide as well as take on board technical advice from donor relations and organizational perspective to support PSP fundraising goals.
- Capacity to operate independently in a multi-stakeholder environment.
- Capacity to understand and interpret complex programme data and results, and ability to present to donors in a simple yet accurate and compelling way
- Experience developing multi country, multi-year propositions and funding packs for private sector fundraising
- Experience delivering training on private sector fundraising
- Excellent computer skills with particular reference to Word, Excel and PowerPoint are essential. . Good numeracy.
- Understanding of fundraising data and income management.
- Excellent analytical and conceptual skills and strong communication and presentation skills (both verbal and written).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of UNHCR mandate, priorities and field operations
- Experience in UNHCR field location, or similar humanitarian or development field operation a plus, with direct understanding of operational challenges in the field
- Knowledge of UNHCR programming a plus, including knowledge of UNHCR tools, results framework, budget structure and corporate systems and tools.
- Knowledge of the UNHCR Brand, or experience promoting a brand in a private sector fundraising context.

Staff after having applied to High Risk Duty Stations will have access to country specific information webinars with Field Safety Section (FSS) and Staff Welfare Section (SWS) colleagues and provided with a tool to test their psychological preparedness for serving in High Risk Duty Stations. Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.

 

In addition to the essential and desirable attributes, PSP is looking for candidates with the following qualities and experience:

- Donor relations experience preferably with private sector with strong client orientation and understanding of private sector donor requirements.
- Excellent drafter with knowledge of UNHCR Brand, Mandate and field operations. The unit produces proposals and reports to private sector donors which need to be donor friendly yet aligned with UNHCR Brand.
- Field experience, preferably with UNHCR, or with other humanitarian or development organization a plus.
- Knowledge of UNHCR budget structure, results framework tools and systems and exposure to resource allocation processes and procedures a plus.
- Ability to work constructively within a team, network and build consensus is essential.
- Strong interpersonal skills and ability to maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Ability to work well under pressure on multiple tasks simultaneously, establish priorities, and deliver quality output in a most time-efficient manner in support of the team.
- The incumbent must be proactive, anticipating possible challenges and working towards finding solutions with other colleagues in the unit.
- Another UN language or language of key PSP market a plus. The Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR have developed a $1 Billion Private Sector Fundraising Strategy 2018-2025. This strategy focuses on both Individual Giving and Private Partnerships and Philanthropy (PPH) and identifies priority fundraising markets and regions. As part of this strategy corporates, foundations and high net worth donors have been identified as key areas of PSP growth with a target set to double current income from Private Partnerships and Philanthropy (PPH) to USD 300 million by 2025.

As an integral Section of PSP, Private Partnerships & Philanthropy (PPH) raises funds from corporations, foundations and HNWIs against an ambitious target. PPH does this through the action of its established network of fundraisers located across 5 regions (i.e. Americas, Europe, Asia Pacific (APAC), Middle East and North Africa and Africa) and the coordination provided by headquarters units in Copenhagen.

The Partnership Support Unit sits in the Private Partnerships and Philanthropy Section and will play an important support role to the wider PSP Network across PSP Markets and including National Partners to achieve the ambitious USD 300 million target. The multi-functional Partnership Support Unit is expected to steer the scope of projects and fundraising products that match donor interests across PSP income streams and markets, and develop donor friendly fundraising materials for projects that UNHCR can reliably implement and report on. The PSP Officer (Partnership Support) will bring to the Partnership Support Unit excellent writing skills. S/He will support technical Task Teams in the unit that have geographic and thematic responsibilities by packaging proposals and reports and by highlighting UNHCR competitive advantage, to ensure donor interests and needs are addressed to effectively leverage PPH fundraising opportunities for UNHCR.

The incumbent's main contacts will be within the unit finalizing documents on the request of the task teams, which receive and filter requests from other units in PPH, and from fundraisers in PSP operations and national partners¿ offices (the fundraising network). S/He must be an excellent team player, ready to work constructively within a multi-functional unit.

The incumbent will supervise three colleagues: a reporting officer, ensuring that PSP donor reporting requirements are met in timely manner to the highest professional standards, a graphic designer and a colleague that manages an online platform of PSP fundraising materials for the fundraising network. Copenhagen is classified as a Category H duty station with all amenities and excellent infrastructure. 

Because of Denmark's northern location in Europe, the number of daylight hours varies significantly. During winter, the sun rises at about 08:00 and sets at about 15:30, whereas in summer the sun rises at about 03:30 and sets as late as 23:00.

Denmark is located in a temperate climate zone. Average daytime temperatures range from 2 °C (35.6 °F) in January to 20 °C (68 °F) in August. The average wind speed is 7.6 m/s, which explains why Denmark is one of the world's largest exporters of wind turbines. Rainy days are likely all year round, while snowfall happens once in a while during winter.

The UN City is located at one of Copenhagen's newest harbor side developments, and is just a 30 minute walk from the city centre. We are also close to Copenhagen's ferry terminal and only minutes away from the Copenhagen's main public transport system; with bus 26 located approximately 10 minutes away from the office and Nordhavn train station located approximately 800m from the office. Our address is, Marmorvej 51, 2100 Copenhagen Ø. No specific security conditions pertain to this post.  Copenhagen is a safe environment.

Copenhagen is relatively safe, however as in any other big city you should watch out for pickpockets when using public transport, and pay attention to wallets, jewelry and purses when walking alone. Also be aware that some areas are not as safe as others. N/A
