PSP Officer (Asia&Pacific)

ORGANIZATIONAL CONTEXT

The PSP Officer (Asia & Pacific) is part of an international team of Private Sector Partnerships (PSP) experts expected to manage, advise and support PSP markets in the region.  Asia is a key market for PSP expansion.

The incumbent serves as focal person between the assigned country offices/National Partners and PSP HQ and the Asia Bureau. The incumbent will have line management responsibility for staff and budget for existing markets in Asia & Pacific as well as for developing new markets in the region.

S/He is responsible for the strategic development, planning and implementation of the fundraising programs related to both Individual Giving and Private Partnerships and Philanthropy (PPH) but will have a specific focus on PPH for PSP and non PSP offices in the Asia and Pacific region.

Reporting to the Senior Global PSP Officer (Asia & Pacific), the incumbent will encourage and facilitate the engagement of Senior UNHCR staff members in the Pacific Region, in the Bureau and in relevant entities in HQ to support PSP activities and donors. S/He will also develop and support actions aimed at strengthening the relationship between PSP and other UNHCR Divisions as well as keeping these various stakeholders aware of PSP activities.

The PSP Officer (Asia & Pacific) will also contribute to the overall management of PSP activities in the Asia Pacific Region as a part of the regional PSP team.

FUNCTIONAL STATEMENT

Accountability

- PSP activities and staff in the region are well managed resulting in efficient fundraising operations meeting expected growth targets.
- Advice on PSP investments in the region (National Growth Funds) is well made on the different IG fundraising channels, bringing maximum return on investment to the organization at minimum risk.
- Asia Annual Private Partnerships and Philanthropy income, including its income targets and other goals is developed, implemented, achieved and reported in a timely manner according to agreed annual budgets and plans.

Responsibility

- Encourage and support existing and new PSP offices in exploring and identifying sources of funds to increase level of funding.
- Keep oversight of expenditure budget in order to ensure all NGF projects operate within approved budget.
- Support existing and new PSP offices in developing strategy, proactive plans and projects to set partnerships agreements, to steward them for future growth.
- Support requests from offices with non PSP staff (Representatives, Programme or External Relation Officers) to develop, negotiate and implement/steward partnerships.
- Provide Private Partnerships & Philanthropy training, workshops and on the job support to PPH staff in the region.
- Perform other related duties as required.

Authority

- Advise on PSP investment in the region.
- Enforce the organization¿s global private sector fundraising strategy in the region.
- Give approval to national and regional PSP implementation of activities within agreed budgets, staffing plans and annual plans.
- Approve UNHCR corporate brand and its delivery for public engagement within the region and following PSP   global guidelines.
- Manage Private Partnerships and Philanthropy programs within the Asia and Pacific region.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in business/marketing, social sciences or a related discipline plus at least 6 years of previous relevant work experience (5 years with Graduate degree equivalent of a Master's and 4 years with Doctorate degree equivalent of a PhD) with at least 4 years international private sector fundraising experience in a not-for-profit organisation or an international organisation.
- Experience with developing and implementing private sector fundraising plans and budgets.
- Proven ability to meet fundraising targets and to negotiate and secure corporate and foundation partnerships for a monetary value of at least $100,000.
- Proven experience in developing and implementing PSP plans and budgets.
- Proven ability to meet fundraising targets.
- Experience in managing high level meetings.
- Proven ability in understanding how to reconcile the needs of the Organization with those of the donor.
- Experience with organizing workshops, trainings and coaching staff.
- Proven ability to write, draft, and edit letters, proposals, appeals, reports, acknowledgements, briefings, and donor correspondence when appropriate and ability to explain complex issues to external donors and present the organization and diverse operations in an appealing and concise manner.
- Excellent knowledge of English (written/oral/comprehension). Highly developed drafting ability in English.
- Working knowledge of another UN language 


DESIRABLE QUALIFICATIONS & COMPETENCIES

- Experience of working within the UN system, either in headquarters, a field operation or in a fundraising position.
- Experience in emergency fundraising for a humanitarian organisation.
- Experience in handling ¿Corporate Social Responsibility¿ programs and corporate recognition programs.
- Experience with raising funds from large groups of individuals through direct marketing techniques.

Staff after having applied to High Risk Duty Stations will have access to country specific information webinars with Field Safety Section (FSS) and Staff Welfare Section (SWS) colleagues and provided with a tool to test their psychological preparedness for serving in High Risk Duty Stations. Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars. During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.

 

In addition to the essential and desirable attributes, PSP is looking for candidates with the following qualities and experience:

- The function requires excellent liaison, diplomatic and interpersonal skills.
- Capacity to interact with senior officers in the UNHCR Divisions and Bureaus and operate independently in a multi-stakeholder environment.
- Exposure to UN system with particular focus on fundraising activities for humanitarian causes.
- The incumbent should possess strong interpersonal skills and ability to maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- Excellent communication, analytical and organizational skill as well as strong drafting in English. 
- Experience scoping projects and preparing proposals and reports for UNHCR donors. The Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR have developed a $1 Billion Private Sector Fundraising Strategy 2018-2025. This strategy focuses on both Individual Giving and Private Partnerships and Philanthropy (PPH) and identifies priority fundraising markets and regions. As part of this strategy corporates, foundations and high net worth donors have been identified as key areas of PSP growth with a target set to double current income from Private Partnerships and Philanthropy (PPH) to USD 300 million by 2025.

PSP has continued to expand the markets in Asia & Pacific, developing from seven existing markets to nine markets including China and Singapore.

PSP expansion can also be done with digital activities run "at distance" from the Regional Office in Bangkok with no PSP presence in the market but in liaison with UNHCR stakeholders in this market.

PSP may also have to look and/or to seize opportunities for Corporate/Foundations or High-Net-Worth Individuals prospects in non PSP markets.

This position will play a crucial regional support role as a specialist which will be responsible for strategic development, planning and implementation of the fundraising activities related to both Individual Giving and Private Partnerships & Philanthropy. 

The PSP Officer (Asia & Pacific) will facilitate the engagement with Senior UNHCR staff in Asia region and with relevant entities in HQ to support PSP activities and donors both in these PSP and non PSP markets.  The position has a significant advisory and training component with regards to the raising funds from donors, strategic development, as well as global technical assessment function. Thailand is situated in Southeast Asia between the Indian Ocean and the Gulf of Thailand.  The country is bordered by Myanmar to the west, Laos, and Cambodia to the east, and Malaysia to the south.  The capital city, Bangkok is situated in the Central Delta area. Thailand is a warm and humid tropical county. It is warm all year round.

The national religion is Buddhism which is practiced by more than 90% of the population. Under the Thai constitution, a person is given the freedom to practice any religion.

Traffic in the city is hectic like most cities. Many expats prefer to live in walking distance of a BTS skytrain station or the MRT underground. The cost of living is varied depending on what is choosen.  It can start from very low cost to luxury high-end costs. Bangkok is a relatively safe city, compared to other places of the same size. Violent attacks are uncommon. However, the usual travel precautions apply. Credit-card fraud is a growing problem so only use your cards at established businesses and guard your credit-card numbers. The snatching of bags by thieves on motorcycles is a recurring crime in the city, so keep bags away from the roadside in these areas.  Be extra careful at ATM machines, and always put your money away before leaving the bank.

Make sure to avoid any political demonstrations.  If the political tension should flare up again, do not wear red or yellow shirts which are the symbolic colors of the anti- and pro-government factions. That way, staff can easily stay out of harm.

The political crisis escalated in 2013 and 2014. By 2015, the situation has become stable, and the martial law imposed during the crisis was lifted from most of the country. N/A
