Staff Development Officer (Community - Based Protection)

ORGANIZATIONAL CONTEXT
The role of the post is to contribute to the shaping and promotion of a performance and learning culture in UNHCR. Within this context, the incumbent is accountable for developing learning strategies and activities particularly in the areas of Women, Children and Community Services. S/he will provide strategic guidance and decisions, especially in the context of advising on and determining business cases, requirements and approaches for customized learning solutions.
The incumbent aligns effective learning with UNHCR and partner strategic priorities, and accordingly designs, develops, delivers and evaluates learning activities related to Women, Children and Community Services.

The post requires the incumbent to closely work with the parent division technical staff, particularly in areas related to women, children and community services; and in co-ordination with the field offices concerning related learning and training activities.

This post plays an essential role in institutionalizing UNHCR's age, gender and diversity mainstreaming strategy, by supporting learning strategies including an electronic community of practice forum.  As the organization moves to a system wide approach to AGDM, the incumbent seeks to ensure incorporation of AGDM and a rights and community based approach into all UNHCR (especially DIPS) learning activities, as well as to develop a learning support strategy for multi-functional teams in the field. The post is responsible for training GLC staff on AGD issues, particularly how to integrate them into training materials. In addition the post supplies the Head of the GLC with AGD reporting data.

The position will also represent the GLC in meetings within the parent divisions as well as other meetings, and build contacts with external partners and key stakeholders such as other UN agencies, ICRC, NGO¿s, donors, academic institutions, refugees and beneficiaries, etc. as they relate to the work plan of the incumbent.

S/he will work with external service providers ¿ consultants, printing and production companies etc. and be responsible for preparing requests for proposals for goods and services. 

S/he will have some contacts with Chiefs of Section/Units and Field Representatives, functional teams and groups in UNHCR in order to discuss performance management issues and design learning strategies and seek support and approval for various initiatives.

S/he is supervised by the P-4-level Senior Staff Development Officer (Protection) who will provide overall direction and guidance in connection with the work of the cluster and the GLC.

The incumbent prepares the submission for the budget and activities under his/her responsibility and monitored by her/his supervisor s/he will have to take decisions regarding expenditure of funds and is tasked with establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff  rules and regulations.

The incumbent may supervise locally recruited staff members whose performance s/he will monitor and whom she/he will guide and support in their day-to-day functions.

Responsibilities
- Responsible for the research and analysis of learning needs in the organisation, particularly in relation to gender, children and community services, based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses. 
- Contribute to formulation of strategies, policies, standards, procedures and guidelines geared at encouraging learning and knowledge
- Manage, design, organize and facilitate gender-children-community development-related learning activities, workshops, distance learning, e-learning, coaching and/or training courses mainly for UNHCR staff and selectively for partners including oversight for the implementation of all logistical arrangements relating to training/learning activities. This includes delivery or contracting of services for selection of participants, providing feedback on the work submitted, leading workshops, facilitation of sessions, analysis of impact of training/learning activities, etc.
- Responsible for ensuring close consultation with the relevant thematic Division(s) in order to ensure design and development best practice.
- Acts as an internal consultant to other training providers, including advice to the world-wide network of field based Learning Coordinators on an as needed basis on gender-children-community development-related learning activities.
- Provides support and guidance on needs assessment, analysis, learning methodologies and approaches, development and delivery and evaluation of learning activities. This includes the planning, administration, and reporting on the Learning Coordinators¿ training activities, and particularly in relation to gender-children-community development content.
- Ensure effective coordination of gender-children-community development-related training activities, jointly with appropriate UNHCR staff and key stakeholders. Is also responsible for ensuring the integration of gender-children-community development content in the design of other functional learning and training activities, such as programme, finance, emergency response, training for managers, etc.
- Develop written materials, guides, job aides, manuals, etc. to be used for training/learning/staff development purposes as well as oversee the drafting, editing and production of UNHCR (self-study) learning modules in his/her field of expertise
- Participate in the preparation of regular and ad hoc reports and compilation of statistics as required, and in the preparation of annual programme, administrative and budget submissions. Is responsible for GLC AGD reporting.
- Liaise with other sections of DHRM with regard to linkages between recruitment, posting, staff development, career development, and performance management. Participate in the development of policies and procedures in these areas.
- Manage the financial administration of all aspects of learning and promotional activities for the learning activities under his/her responsibility, including the allocation of financial and other resources, and recommends approval of expenditure as necessary.
- Supervise other professional and junior staff in designing and delivery of the various programme and operations management learning and training activities. Recommend consultants, prepare and submit consultancy contracts and/or internship selection. Supervise consultants / interns as applicable.
- Perform any other related duties as required.

- Decide on learning activity content for the learning activities under his/her responsibility.
- Authorize learning activity participant completion for the learning activities under his/her responsibility.
- With technical sign-off of Senior Learning Solutions Officers, contracts consultants for development/delivery of learning activity(s).
- Represents GLC in meetings with parent division on learning content under his/her responsibility, as well as interagency and partner counterparts.
- Authorize addition of AGDM related content for inclusion in other GLC learning activities as appropriate.
- Authorize budget expenditures for the learning activities under his/her responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- - Undergraduate degree (equivalent of a BA/BS) in social work; law; international relations; education and instructional design or a related field such as organizational psychology or development, human resources management, psychology, or other social sciences plus minimum 6 years of working experience with progressively responsible in protection, community services, programme management and/or related field with at least one field officer posting. Graduate degree (equivalent of a Master¿s) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.
- A solid understanding of and commitment to Community Services, Community Development, Gender issues, Women's and Children rights issues is essential. 
- Knowledge and experience of UNHCR's operations, procedures and issues regarding UNHCR persons of concern.
- Experience in design, development, delivery and evaluation of learning activities either inside or outside UNHCR.
- Field and managerial experience.
- Proficiency in English and/or French and working knowledge in the other.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Additional coursework in adult education, training (external coursework/certification or internal coursework, such as completion of the Facilitation of Learning Programme (offered by SDS) highly desirable.
- Work experience in program/operations function(s).
- Additional coursework in organizational psychology or development, or human resources management.
- Facilitation skills or certification highly desirable
- Any e-learning experience as well as knowledge about blended learning would be an asset.

During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station. A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
