Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance (ICLA). NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our Jordan Country Office’s operations.

They are a university graduate with solid experience in human rights and/or legal assistance/ protection programming, particularly in working in complex fragile state (working in contexts which have experienced displacement/returns)  including knowledge of Housing, Land & Property and/or legal and civil documentation issue. They have experience in community based and participatory programme planning approaches, with operational based experience in addressing both individual and systemic barriers faced by displaced persons to realize their rights. They also have a good understanding of protection, legal frameworks with the ability to integrate gender and good governance into programming. 

We are particularly looking for an individual with ability to think creatively and demonstrated skills in critical analysis and strategy development. Strong project management, capacity building and presentation skills are also highly preferred. 

Position Description: 

The purpose of the ICLA Returns Technical Coordinator position is to provide information, guidance and coordination on internal processes within ICLA Jordan for refugee-related returns to Syria.  The key objective is to ensure that refugees from Syria are properly informed on their available legal options in order to ensure informed decision making on if and when to return to Syria.  As the current environment is not conducive to returns, refugees will be encouraged to take into account a wide range of considerations in decisions to return.

Specific responsibilities related to this position include:

  • Under the supervision of the ICLA Specialist, draft forms, templates and procedures to help guide the returns-related work of ICLA Jordan
  • Ensure consistency on ICLA messaging and procedures on return-related issues within ICLA Jordan
  • Develop forms and checklists for returns counseling conducted by ICLA staff and work closely with staff on identifying legal and protection issues and needs arising in the course of returns counseling
  • Raise protection and other CCs needs arising in the course of returns counseling with Protection and CCS teams for possible interventions
  • Develop information packages that would be needed for refugees during return, including on ICLA and non-ICLA related issues and coordinate, in consultation with senior ICLA management staff, dissemination of returns-related information for beneficiaries
  • Act as key information resource on returns-related issues within ICLA Jordan with particular focus on legal information about legal and civil documentation, housing, land and property issues and other areas within the ICLA mandate
  • Help identify possible alternative local options for refugees with family, medical, educational, economic or other humanitarian reasons for remaining in host countries temporarily or longer-term
  • Ensure staff dealing with returnees have appropriate training in dealing with trauma and difficult protection issues as well as are able to make safe and appropriate referrals
  • Consult with relevant staff from other ICLA programmes (Lebanon, Iraq, Syria) on returns-related issues under regional coordination structures and networks
  • Collect data and information on returns-related issues, such as numbers of persons returning to Syria, from available internal and external sources in order to map trends and issues
  • In coordination with ICLA Specialist, represent ICLA Jordan on returns-related issues with other external stakeholders and forums including UNHCR, Protection Cluster, other INGOs, etc
