Youth Officer - Training "Nationals Only"

Al Mafraq (Jordan)




The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Youth Officer - Training

Role Specific Information

NRC enables youth to strengthen their personal, social and economic resilience by participating in a structured educational programme that offers pathways towards social engagement, livelihoods, and further education. The programme supports youth to transition from acquiring skills, to applying skills in professional or community contexts, to accessing employment or volunteering opportunities. The Host Community Youth Programme operates in northern Jordan, primarily supporting communities in Irbid and Mafraq. NRC seeks a training Officer to oversee the delivery of accredited training opportunities to targeted youth and targeted adults in Host communities.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core Competency project portfolio according to plan of action.
  • Prepare and develop status reports as required by management. 
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.

Specific responsibilities:

  • Plans, delivers, and assesses youth trainings under direction of the Project Coordinator / the Team Leader
  • Collaborates with key stakeholders including the private sector to design appropriate training programs for on the job trainings and post placement support
  • Maintains safe and healthy training environment by following organization and partner’s standards
  • Maintains oversight of the operational delivery of training by more junior team members (including volunteers) in duty station
  • Oversees the capacity building of volunteers and transfer of key skills
  • Reads, reviews, and follows guidelines outlined in the curricula handbook
  • Monitors, evaluates and suggests changes and improvements in the materials based on observations and discussions with the trainees, other training staff and volunteers
  • Makes appropriate cultural and/or contextual adjustments to lessons where indicated to ensure relevancy for target participants, remaining true to the overall spirit and pedagogy of Passport To Success
  • Shares structured feedback on lesson relevancy and applicability to inform global curriculum development
  • Document technical issues and questions, and channels to Team Leader Coordinator through clear reporting mechanisms
     

Our Ideal Candidate:

Our ideal candidate holds a College/diploma degree or equivalent. Must have a minimum of Three years of experience preferably within a humanitarian context.

We are particularly looking for a positive individual with good communication and interpersonal skills, along with a managerial and leadership skills, good planning and execution skills, and excellent presentation skills. In this position, you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.

Additional Information:

Contract period: Through to 30 September 2019 (Renewal based on funding and performance)

Salary/benefits: 1024JOD (subject to social security and Income tax)

Duty station:  Mafraq
