OBJECTIVES OF THE PROGRAMME

The Administration and Finance team in WHO Country Office provides operational, administrative support and financial services to achieve effective implementation of WHO collaborative programmes in the country. This encompasses and includes vital area of providing procurement services at WHO Myanmar country office, where provision of effective and efficient administrative support is the objective -- ultimately in support of the health-related sustainable development goals and universal health coverage in particular.

DESCRIPTION OF DUTIES

Under the supervision of the Administrative Officer (AO) and guidance by WHO Representative to Myanmar (WR), the incumbent is expected to perform\: 

1.  Reviewing, analyzing and budgeting, procurement of goods and services requests including technical specifications.

2. Initiating routine correspondence on own initiative with the Ministry of Health & Sports (MoHS), Regional Office (RO) and HQ as necessary in accordance with standard practice on area of assigned responsibility, including adjudication reports.

3. Interacting with Project Managers of MoHS for finalization of procurement requests on variation to costs, specification and communicating with Purchasing Contract Services (PCS), SEARO, negotiating with project managers on the procurement requests adjustments, reducing quantities, requesting specifications and verified details. 

4. Compiling all requisitions and arrange procurement planning, maintaining a tracking system on the status of procurement requests and keeping technical teams at WHO Myanmar country office and project managers, MoHS, informed.

5. Supervising local procurement process upon selection of applicable procurement method for requests sourcing of suppliers and selection process.

6. Certifying payments to suppliers, clearing agents and other service providers.

7. Overseeing assets in the field & paying field visits to Regional Surveillance Officers (RSO) offices and WHO field offices.

8. Overseeing the work and smooth functioning of the procurement and logistics team , assign work and establish priorities.

9. Providing procurement training to Country Office Staff (Technical and Administrative) in performing transactions in Enterprise Resource System such as GSM and guidance for problem solving.

10. Represent WHO as a member of the UN procurement working group and support the implementation of the UN Myanmar Business Operations Strategy (BOS).

11. Any other relevant duties assigned by WR or AO.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school education, supplemented by courses/training in purchasing/procurement/logistics and or accounting.
Desirable\: University degree

Experience

Essential\: At least 8 years' relevant work experience in Logistics, administration,Procurement Planning, Requisitions, Sourcing of Suppliers, Procurement Methods, Solicitation and Evaluation of Offers, Award of Contract and or Purchase Order, Contract Management and Asset Management.
Desirable\: Experience in an international organization preferably UN would be an advantage.

Skills

-Thorough knowledge of modern office procedures and practices, as applied at the country level. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.- Good knowledge of supplies and procurement; - Ability to draft standard correspondence - Strong interpersonal skills, ability to communicate effectively and work cooperatively and collaboratively with those contacted during the course of work - Ability to handle work in a timely and accurate manner with tact and discretion, as required. Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training.

Other Skills\: Proficiency in the use of  modern office software packages such as MS Office (Word, Excel, Powerpoint, Outlook, etc.) , database software and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 16,290 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
