In November 2011, a Cooperative Agreement was signed by USAID and UNOPS for the Responsive Assistance to Priority Infrastructure Development (RAPID) Program in the Republic of South Sudan. The program covers five activities thus; Economic Growth, Education, Health/WASH, Office of Transition and Conflict Mitigation and Democracy and Governance. The program is contributing to social-economic development of South Sudan. The roads, education, health and water facilities have significantly contributed to increased access to markets, education and health services.

As per the latest RAPID Cooperation Agreement Modification 12, it has been made available for Rehabilitation of Community Access Feeder Roads that link farmers to markets, input suppliers, humanitarian and sustainable services meant to increase community members’ recovery and resilience capacities. This is part of the broader USAID driven “Partnership for Recovery and Resilience program” that is aimed at consolidating efforts for transitioning community members from humanitarian to development. The roads have been prioritized in consultations with key partners like Un Agencies, local government authorities and local community leader.

The Project Engineer provides technical assistance and expertise with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, 

for the rehabilitation and construction works. The Project Engineer promotes a collaborative, client focused, quality and results-oriented approach in the Project Team.

The Project Engineer will report to the Programme  Manager.

1.      General construction

  • Plan and coordinate work activities with the Programme Manager.
  • Take timely action to prevent potential delays and/or cost overruns that can be avoided.
  • Report and recommend remedial actions regarding potential delays and/or cost overruns to the Programme Manager.
  • Provide supervision of project work progress and quality for on-time project delivery
  • Monitor contractor presence on the project site, including Bill of Quantities (BoQ)as per approved contract.
  • Provide data and information about project work to Programme Manager for reporting purposes.Provide monthly report to the Programme Manager detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Programme Manager.

2.      Feasibility study/needs assessment

  • Complete needs assessment, organize preliminary studies and monitor/supervising consultants.
  • Support the review of requests for new construction and rehabilitation works.
  • Carry out assessments and prepare reports with recommendations for follow up actions.
  • Assist the Programme Manager in redacting the tender dossier, with particular focus to the technical documents (drawings, BoQ, technical specification and standards

3.      Design Management

  • Assist the Programme Manager to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable.
  • Assist the Programme Manager to manage the design plan ensuring deliverables are available on time, and to the required quality.
  • Prepare the BoQ for comment and approval by the Programme Manager.
  • Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.

4.      Construction supervision

  • As tasked by the Programme Manager, supervise construction works and administer works execution as per the contractual provisions and the design specifications.
  • Ensure quantity/quality control and time schedule consistency.
  • Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
  • Support the overall management of works implementation to ensure constructions works are completed on time, within budget and to quality standards.
  • Provide regular supervision of the project work progress and quality for on time delivery.
  • Assist the Programme Manager  in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stake holder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
  • Management of workforce, including international and national staff, casual labour and contractors, in accordance with UNOPS Policies and Procedures;
  • Evaluate and recommend appropriate building and construction materials
  • Manage documentation and reporting of site expenditure and costs, including, but not limited to, contractor progress claims, casual labour payment and procurement of local materials.
  • Prepare and maintain of site or work package records, including documentation of all phases of the project lifecycle.
  • Prepare the periodic and ad-hoc progress and security reports. Immediate reporting to management of all issues affecting progress or security
  • Report project delivery progress against the works schedule.
  • Ensure construction plans meet guidelines and specifications of building codes and other regulations
  • Establish, monitor, maintain and update construction work schedules
  • Oversee surveying works, engineering control of the works etc.

5.      Knowledge management

  • Assist in providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction.
  • Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

The effective and successful achievement of results by the Project Engineer directly impacts on achievement of the projects and consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services. 






Education

  • Advanced Degree (Master's) in Civil Engineering or Civil and/or Infrastructure or related field or a First level university degree (Bachelor's or equivalent) in combination 2 years of relevant experience may be accepted in lieu of the advanced university degree.
  • AutoCAD certification is desirable.
  • PRINCE2 Foundation is desirable.




Experience

  • A minimum of 5 years experience in engineering and/or project management and/or civil engineering and/or road or other construction is required.
  • Skills in contract management, infrastructure and project management is required.
  • Familiarity with rules, regulations, best practices and performance standards is an asset.
  • Decision making ability, supervision and leadership is desired.
  • Field management experience is an asset.
  • Work experience in post-conflict and fragile environments is desirable.
  • Experience in the UN system organizations and/or a developing country is desirable.
  • It is expected that the Project Engineer is an active member of a professional engineering body.

Languages

  • Full working knowledge of English is essential.
  • Knowledge of another official UNOPS language is an asset
