VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

The position is located under Department of Programmes, Partnerships and Field Integration (PTC/PPF), in the Operations Integration Division (PTC/PPF/OID) which facilitates the integration of the technical operations of UNIDO at all levels. It coordinates in particular the identification, monitoring and communication of PCPs, in collaboration with respective PCP Programme Managers and with the support of the Regional Divisions.

PROJECT CONTEXT (160252) In the framework of PCP Ethiopia programme, UNIDO developed a large-scale programme entitled the ‘Upgrading Livestock Value Chain Programme for Ethiopia (ULVC-ETH)’ to be rolled-out phase by phase. The proposed programme is envisaged to provide significant contribution to the Second Growth and Transformation Plan (GTP II, 2015-2020), the national development strategy of Ethiopia. The objective of the ULVC-ETH programme is to develop the livestock export market and improve the competitiveness of meat value chains in Ethiopia through capacity building interventions, including management and technical training, exchange of experiences, policy support, inter-organizational collaboration and communication, etc. It aims to improve the competitiveness of Ethiopia’s livestock industry, through targeted technical interventions in the value chain, attracting investment and promoting export. The project administrator will administer and implement the livestock programme in Ethiopia and other project assigned to her/him by the Project Manager. She/he shall be responsible for coordinating and communicating with public and private counterpart institutions, consultants and project staff based in the field for proper and timely implementation of programmes/projects. She/he shall work together closely with other colleagues in UNIDO departments and PCP Ethiopia team. The Project Administrator shall develop and implement programmes/projects, prepare progress reports, including PCP report (quarterly, bi-annual and annual) and coordinate programme/project evaluation and monitoring. The Project Administrator shall also follow up similar pipeline projects and develop new project ideas within national and regional priorities. The Project Administrator shall cover the work of other project colleagues in their absence on request of the Project Manager. Duty station: UNIDO Headquarters, Vienna, Austria

Main Functions

Under the supervision of the Project Manager, and working with the project team, administers elements of technical cooperation programme or specific project/s of limited complexity and implementation of technical cooperation programmes and activities. Main duties are: - Selecting, organizing and summarizing background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assessing the local context for the planning and administration of individual technical cooperation projects; - Analyzing and interpreting project background history and documentation, identifying, reconstructing and documenting significant project events, decisions and deviations; - Drafting sections of project documents such as project background and justification; - Informing experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects; - Monitoring specific aspects of project implementation and identifying problems and proposing that actions be taken to expedite delivery of inputs; - Drafting comments on designated aspects of project progress as an input to programme monitoring; - Drafting project revisions, including adjusting individual project budgets, on the basis of changed work plans.

Minimum Requirements

Education

Advanced university degree in engineering, sciences or other relevant discipline with specialization in area relevant to economics, business administration, managerial economics, social science, international relations, or relevant field.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language desirable

Computer Skills

Field of Expertise

At least three years of professional experience in area relevant for recruiting PTC Department. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyze information. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams. Experiences in livestock sector project development and implementation is an asset.
