NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

Logistics Coordinator- Nineveh

The purpose of the Logistics Coordinator is to the purpose of a logistics Coordinator is to implement logistics and procurement policies and producers and Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of NRC and its operations. logistics Coordinator will be reporting to logistics manager. The position will be based in Mosul , Nineveh.

Role Specific Information:

Procurment

  • Oversee all procurement activities at the Ninawa area office
  • Work closely with program to ensure the procurement plans for all project are in place and ensure daily follow of the implementation of the procurement plans
  • Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of NRC and its operations.
  • Provide leadership to the procurement team to ensure that all procurements are finalized in timely and quality manner, ensuring compliance with NRC Logistic Handbook/SOPs and donor guidelines.
  • Support in following up on the procurement plans and requisition tracking in all offices
  • Responsible for prequalification processes and establishment of Suppliers and Service Providers databases
  • Responsible for all framework lease agreements in accordance with NRC procedures including renewals

Warehouse management

  • Responsible for ensuring that warehousing practices are in accordance to the NRC Logistics handbook standards
  • Ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements, including food commodities.
  • Responsible on monthly stock report.

Asset Management

  • Responsible for all NRC assets management in accordance with NRC regulation and procedures.
  • Ensure that the system of controlling assets movement between personnel, programmes and locations within the   is in place and working adequately.
  • Ensure appropriate disposal of assets as required in accordance with NRC and donor guidelines
  • Ensure a monthly report on the asset condition that include disposal, transfer and donation reports in the line with NRC logistics HB and the country SOP

Fleet management

1.       Oversee the management of all transport and fuel issues; responsible for ensuring implementation of NRC Fleet Management System such as:

  • vehicles are driven safely and maintained appropriately,
  • vehicles are insured,
  • All damages are reported accurately and timely,
  • Ensure that vehicle equipment (first aid kits, communications etc.) is complete and serviceable;
  • Fuel usage is correctly managed, logged, recorded and analyzed.

ICT Management

  • Oversee ICT department including staff management.
  • Ensure ICT setup in the area office is in the line with NRC ICT global requirement.
  • Ensure ICT policies are implemented in the area office
  • To report monthly the ICT activities and provide recommendation whenever its required.

Adminstration 

  • Oversee the office and GH management and ensure sufficient supplies are in place
  • Ensure contract tracker sheet is up to date.
  • Ensure housing policy is implemented

Our Ideal Candidate:

University degree or higher education relevant to the assignment (preferably in BA Degree in Supply Chain management, Logistics or equivalent. At least three years’ experience in implementing as senior Logistician in humanitarian/recovery context especially in complex and volatile environments. Knowledge about own leadership skills/profile . Fluency in Arabic and English both verbal and written is required.

Contract period: (12) months
