Purpose of the Position

 

To support the development and dissemination of Information Management, GIS products, and other innovation and knowledge management products related to outbreaks and other public health emergencies in the WHO African region.

 

The incumbent will be deployed to emergencies when required.

Objectives of the Programme and of the immediate Category

 

The mission of WHO’s Health Emergencies Programme  is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

 

 

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)

 

Under the supervision of the Health Information Management(HIM) Programme manager and overall coordination of the Regional Emergency Director, the incumbent will support the development, management and dissemination of information management products pertaining to outbreaks and other public health emergencies. S/He will be expected to deliver the following outputs\: i) Regional guidance on outbreak and emergency information management; ii) up-to-date databases; iii) new innovative information products; iv) SOPs for the creation and use of Information Management tools and applications; and v) functional GIS and other web platform facilitating management of outbreaks and other emergencies and vi) reports on information management training in the region.

Duties require contacts with staff within the Health Emergency Information & Risk Assessment component of The Programme, WHO-HQ, Regional and Country Offices and with a broad range of internal partners, to provide technical expertise in outbreak and emergency information management.

Successful results involve ongoing contacts with a broad range of external partners, UN and UN Agencies, national and international institutions to exchange findings and promote information-sharing, experience and lessons learnt.

 

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)

 

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to needs\:

 

 

  • Provide support to the development, implementation and monitoring of the information management policy and strategy related to outbreaks and other public health emergencies in the region.

  • Provide support to the development and implementation of Standard Operating Procedures (SOPs) for the creation and use of Information Management tools and applications

  • Contribute to the development of tools and procedure related to mapping and databases, building on country-level and regional standards in close collaboration with the data science team

  • Support the development and management of databases including but not limited to collection and management of ordinary and spatial datasets, verification and update of the collected data as well as its quality.

  • Provide technical backstopping of database to GIS/DB team including capacity building on database maintenance and advanced GIS techniques

  • Collaborate with HIM software developers and GIS experts on the creation of an interactive Web Platform for the different Projects in the region redirecting to multiple tools such as Interactive Mapping, Interactive DataTables and other applications.

  • Closely work with GIS experts at national, regional and global level to create a GIS platform that includes layers related to sanitary information, outbreaks, security Incidents, Infrastructure projects and layers from different sources such as other UN agencies and NGOs in the countries.

  • Support the introduction of new information management innovative products to the programme using different tools and techniques (qualitative surveys analysis system, Outbreaks and incidents tracking and mapping system, interactive mapping tools and other GIS-enabled IM program products and others).

  • Contribute to capacity building on latest GIS Technologies, management of Databases, latest technologies to create dashboards, different Web Development aspects, usage of infographics software and others).

 

  • Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

  • Very good knowledge of the assessment, planning, development and implementation of projects and programmes information systems.

  • Conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters.

Education Qualifications

Essential

 

First University degree in computer science, Information Systems, Information Technology.

 

Desirable

Master’s degree in computer science, Information Systems, Information Technology.

 

 

Experience

Essential

 

At least five years of working experience on development and operation of GIS and IM systems and tools. Demonstrated field experience in the context of large epidemics or public health crisis at the national and international levels.  

 

 

Desirable

Experience in developing applications and tools during outbreaks and other public health emergencies. Good understanding in inter-agency collaboration or in WHO, UN, UN Agencies or other international organisations.

 

Language\: Excellent knowledge of English or French and working knowledge of the other.

 

 

 

Other Skills (e.g. IT

 

Computer literacy with knowledge of tools for information management during humanitarian crises. Excellent presentation skills.
