Job Description

Program Background:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected populations from several operational bases across Iraq. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected people survive conflict and displacement.

Position Overview

Reporting to the Operations Manager, the Supply Chain Officer is responsible for the efficient coordination and management of procurement functions for IRC’s office in Baghdad. Supply Chain must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records.

Responsibilities

Specific responsibilities include but not limited to:

  • The implementation and / or maintenance of standard IRC procurement policies and procedures.
  • Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
  • Attend all the procurement committee meetings.
  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services and equipment required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
  • Support and provide the appropriate trainings for procurement and program staff as required.
  • Collecting bids, preparing bid analysis, purchase orders.
  • Support the Supply Chain officer in managing the assets and inventory.
  • Advise the Operations Manager of procurement-specific issues or improvements.
  • Maintain Supply Chain filing system.
  • Any other duties or tasks delegated by Operations Manager.

Expected Deliverables:

  • Provide on-time, standard monthly reports to the Operations Manager.
  • Generate and / or maintain an IRC Pre-qualified Vendor database.
  • Generate and / or maintain comprehensive price list for goods, services and equipments purchased by IRC
  • Produce routine cash / payment projections for Supply Chain Coordinator and Finance.
  • Submit monthly list of commitments to Supply Chain Coordinator and Finance
  • Produce routine purchase status reports for Operations Manager, Programs and Finance.
  • Maintain the IRC BVA system, Purchase Request Tracking & Metrics system and submit routine reports to the Operations Manager.

Job Requirements:

  • University degree in Business Administration or related field.
  • Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous).
  • Familiarity with major donor and local regulations / laws advantageous.
  • Three years’ work experience in procurement.
  • Competent in spoken and written English
  • Good mathematical skills.
  • Good MS Office skills especially Word and Excel.
  • Ability and willingness to work and travel throughout Iraq.
