UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Papua New Guinea (PNG) is a unique country and ‘the Land of the Unexpected’. It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere, to make life comfortable and affordable. Having experienced a decade of violence prior to the peace agreement, Bougainville suffered significant degradation of its physical infrastructure, and many individuals experienced trauma.
The overall security situation in PNG is assessed as generally calm but unpredictable. As per the UN 5 Dec 2018 Page 1 of 8Security Management System (UNSMS), the Security Level System (SLS) in Port Moresby is categorized as Level 3 – Moderate; while in Autonomous Region of Bougainville it is categorized as Level 2 – Low.
All foreign visitors to PNG require a visa to enter. PNG’s currency is the Kina. There are a good number of
internationals. Accommodation rates in Port Moresby (POM), the capital of PNG, are incomparable with
most other cities in the world, as it is very costly; accommodation in Bougainville is generally much less
expensive. There are a number of supermarkets and grocery shops stocking a well diversed range of
products in POM, mainly influenced by the city’s trade with East Asian countries, America, India, Australia,
and New Zealand; options are much more limited in Bougainville.
The Autonomous Region of Bougainville (ARoB), previously known as the North Solomons Province, is an
autonomous region in Papua New Guinea. Bougainville is subject to the same national immigration and
visa conditions as in all other parts of Papua New Guinea. There are three main town centres in the
Region: Buka Town, Arawa, and Buin. Buka is the administrative seat of the ARoB and is about 90 minutes
by air from POM; there is also an airport outside of Arawa that serves Central and South Bougainville.
There are at least 19 distinct indigenous languages in Bougainville. Tok Pisin (Papua New Guinean Pidgin
English -- https://en.wikivoyage.org/wiki/Tok_Pisin_phrasebook) is the lingua franca across the districts;
English is also spoken but is less common the farther south one goes.
Most of Bougainville is humid and hot, with an annual mean temperature of 27 degrees Celsius. Rainfall
decreases further north in the Region from 4500mm in the South of Bougainville Island to 2500mm in the
North of Buka Island. A referral hospital is located in Buka Town; Arawa has a new hospital as well. Small
health centres are located across the region. Bougainville is prone to tropical and mosquito-borne
diseases. There are two main hospitals (Port Moresby General Hospital and Pacific International Hospital)
and several international clinics in Port Moresby. You should ensure you discuss all possible vaccinations
and other preventative measures recommended for Papua New Guinea with your primary care physician
or travel clinic prior to leaving your home country.
Bougainville is a seismically active area. All UN personnel are expected to be prepared for rapid
movement to a safe area at any time in case of an earthquake or a tsunami warning.
The Autonomous Region of Bougainville is in the GMT+11 timezone; this is referred to locally as
Bougainville Standard Time and is one hour ahead of the time used in the other regions of Papua New
Guinea, GMT+10.
The unit of currency in Bougainville is the Papua New Guinea Kina (PGK), which is divided into 100 toea.
The Bank of South Pacific (BSP) is the only commercial bank in Bougainville and has branches in Buka and
Arawa. There are ATMs in several locations, but availability of local currency can be a problem, especially
around local paydays. Cards with Visa and MasterCard logos are accepted by some shops, but
connections are sometimes down, so it is advisable to be prepared to pay in cash.
The Region uses the same international dialling code as PNG (+675). Digicel has the most extensive
mobile telephone and internet coverage at about 80% of Bougainville including Buka, Tinputz, Wakunai,

Despite Papua New Guinea’s (PNG) economic boom led by extractive industries, almost 40 percent of the
country’s population lives in poverty, Gender inequality, violence, corruption in all levels, excessive use of
force by Police, domestic violence are some of the prevalent adverse situation that continues to affect
PNG citizens. Rates of family and sexual violence are among the highest in the
world. Road and traffic conditions are poor; as such, accidents are likely, with only limited emergency
response capacity.
The electricity current in PNG is 240V AC 50Hz using Australian-style plugs.
Papua New Guinea is a unique country and UNDP/PNG is a unique (humanitarian) operation. It provides for
an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as
more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore,
flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions,
involving physical hardship and little comfort, are essential.

Since the signing of the Bougainville Peace Agreement in August 2001 and the closure of the formal UN
political presence in Bougainville, UNDP has supported peacebuilding and human development in
Bougainville.
This UNV assignment falls within UNDP’s Bougainville Referendum Support Project, which was developed
in collaboration with the Government of Papua New Guinea, the Autonomous Bougainville Government,
and international partners to support the establishment of the Bougainville Referendum Commission, the
independent agency responsible for organizing and managing the referendum on Bougainville’s future
political status. The outcome of the referendum is subject to consultations between the two governments
and the ultimate decision-making authority of the National Parliament.

Within the delegated authority and under the supervision of the Chief Technical Adviser in the UNDP
Papua New Guinea Country Office, the UNV Outreach and Awareness Officer will work in a regional office
as part of the Awareness Team, reporting substantively to the Awareness Manager. The UNV Outreach
and Awareness Officer will assist the Manager in coordinating awareness activities in the assigned Area of
Responsibility (AoR) with local partners, monitoring the effectiveness and impartiality of awareness
5 Dec 2018 Page 3 of 8activities, and delivery of awareness messages and materials. Travel within the AoR will be a regular part of the assignment.
Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the
concept of volunteerism by reading relevant UNV and external publications and take active part in UNV
activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on
traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment
reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application-
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites,
newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers-
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals
and organizations to use the UNV Online Volunteering service whenever technically possible.

As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support
rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
Work with Bougainville Referendum Commission (BRC) counterparts to ensure timely and effective
planning, coordination, implementation and evaluation of referendum awareness activities, including
liaison with various external stakeholders (civil society, churches, media);
Ensure transfer of skills to BRC counterparts through sharing of previous experiences and
international best practice;
Assist the BRC counterparts in distributing awareness materials and disseminating awareness
messages, ensuring that all activities comply with operational plans and procedures and are carried
out in an impartial manner;
Assist local BRC counterparts to liaise with administrators and community leaders to coordinate
referendum awareness activities;
Provide necessary administrative support to BRC counterparts, especially in the collection and
organization of records related to awareness activities (e.g., number and gender breakdown of
participants) and the preparation and transmission of timely reports;
Participate in training and management meetings as required.
Any other related tasks as may be required or assigned by the supervisor.

of the assignment.
A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living
Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities,
transportation, communications and other basic needs. The VLA can be computed by applying the Post-
Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The VLA base rate is a global rate across
the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to
the cost of living. This method ensures that international UN Volunteers have comparable purchasing
power at all duty stations irrespective of varying costs of living. The PAM is established by the
International Civil Service Commission (ICSC) and is published at the beginning of every month on the
ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC,
international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.
Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the
volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in
the event of a permanent reassignment to another duty station.
UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full
integration in the UN security framework (including residential security reimbursements).
UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for
periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for
satisfactory service at the end of the assignment.
UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including
Code of conduct, to the successful candidate.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity

- Introductory briefings about the organisation and office-related context including security, emergency
procedures, good cultural practice and orientation to the local environment;
- Support with arrival administration including setting-up of bank accounts, residence permit applications
and completion of other official processes as required by the host government or host entity;
- Structured guidance, mentoring and coaching by a supervisor including a clear workplan and
performance appraisal;
- Access to office space, equipment, IT support and any other systems and tools required to complete the
objectives of the assignment including a host entity email address;
- Access to shared host entity corporate knowledge, training and learning;
- Inclusion of the volunteer in emergency procedures such as evacuations;
- Leave management;
- DSA for official travel, when applicable;
- All changes in the Description of Assignment occurring between recruitment and arrival or during the
assignment need to be formalized with the United Nations Volunteer Programme.
