  1. BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP has engaged in a transformational journey, the Integrated Road Map, which aims at positioning WFP for a Zero Hunger world. As part of this journey, WFP Country Offices around the globe have or are developing their Country Strategic Plans (CSP) and translate these into specific WFP Strategic Results, Outcomes, and Activities. For most of Country Offices, these new CSPs lead to organizational reviews and therefore creation of structures aligned to the plans. Country Offices with significant changes in their structures will be opening vacancies to fill their organizational needs.

WFP West and Central Africa Regional Bureau (Regional Bureau Dakar) is looking for an International Talent Acquisition Specialist (Consultant contract) based in Dakar, Senegal, who will accompany Country Offices during the implementation of organisational, structural and functional changes as defined under the organisational alignment analysis for the countries in scope. 

The role reports directly to the Regional Head of HR in the Dakar Regional Bureau and requires frequent travels to Western African Countries.

  1. ACCOUNTABILITIES/RESPONSIBILITIES:
  1. Liaise with Country Offices and establish an implementation plan for delivering the recommended changes as defined under the Country Offices’ Organisational Alignment analysis
  2. Support recruitment activities, with a focus on gender-sensitive sourcing
  3. Support the respective CO HR teams to ensure consistent, transparent and effective HR processes are executed within WFP rules and regulations related to the recruitments
  4. Contribute to Assess TA capability and skills gaps, plan and follow up the implementation of learning & development interventions
  5. Contribute to enforce TA best practices in Country Offices/Regional Bureau
  6. Train Country Offices HR Teams and Hiring Managers as per identified TA gaps or for Best Practices Enforcement
  7. Oversee and escalate identified challenges, where applicable, that could hinder the implementation of Country Offices organisational alignment plans
  8. Lead the communication and engagement initiatives (e.g. on contract types) on a regular basis to create and maintain the needed awareness and information with all involved stakeholders
  9. Monitor closely the progress of organisational alignment recommendations implementation.
  10. Capture lessons learnt on an-going basis
  1. DELIVERABLES AT THE END OF THE CONTRACT:
  • Successfully supported the Country Offices on their TA agenda as per specific changes reflected in the organizational structures within timeline and financial plan
  • Captured feedback, lessons learnt and recommendations that enabled Country Offices leadership and HR team to evaluate the implementation and adjust as needed
  • Training/support delivered at Country Office level for HR teams, Hiring Managers and internal candidates
  • Up-to-date project management plans which enable an effective planning, tracking and monitoring
  • A comprehensive report for each country, covering the country background, a summary of organisational alignment recommendations, additional perspectives (e.g. gender parity, state of the external labour market) and a narrative of all decisions, considerations and challenges after the organisational alignment analysis. This report will be signed-off each Country Management team and the regional Bureau HR Team prior to the end of the consultancy. 
  1. QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Master degree in Human Resources, Business Administration, or related field

Experience:

  • Minimum of 6 years of relevant professional work experience in Human Resources
  • Strong Knowledge and Expertise in talent acquisition and sourcing
  • Track record of successful project delivery

  • Ability to quickly build credibility with internal stakeholders
  • Ability to work well with a diverse team, cultural sensitivity and demonstrated business partnering skills

  • International HR work experience

Languages:

Working knowledge (proficiency level C) of English and French
