NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance (ICLA). NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our Jordan Country Office’s operations.

They are a university graduate with a minimum of 3 years previous experience working in a humanitarian context.   Experience working in complex and volatile contexts, in particular in the Middle East are desirable.

We are particularly looking for an individual with an individual with thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. They have an understanding of data and information needs for program management and decision making and experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies. They also have demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

Position Description: 

NRC Jordan has put in place a Monitoring and Evaluation Unit to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator’s role is to enhance NRC Jordan’s understanding of the consequences of its programming, improving internal systems, and promoting evidence-based decision-making and programme performance The M&E Coordinator will work with the M&E manager in ensuring that reports produced by the unit is of high quality and can be shared internally and externally to inform decision makings. Furthermore, the Coordinator ensures that M&E is established as a technical unit that offers relevant trainings to program staff and promotes high quality assessment, evaluation and study designs.

Specific responsibilities related to the position include:

  • Lead the documentation and sharing of M&E reports that facilitate evidence-based decision-making, both internally within NRC Jordan and externally with partners and donors. 
  • Contribute to the development of  the country office’s M&E framework
  • implement guidance and frameworks for CO procedures, policies and processes
  • Contribute with M&E specific technical competence to the development of CC strategy, Micro Logframe, and Plan of Action for all CCs
  • Contribute with specific technical M&E competence to programme development, adjustment or review
  • Contribute to development of the indicators and M&E mechanisms for all CCs
  • Contribute to development of CC specific  M&E technical guidance, tools and mechanism within country office
  • Contribute to organisational learning through the provision of specific technical analysis, lessons learned and reports
  • Support efforts to enhance agency M+E systems and standards
  • Communicate and disseminate NRC M+E standards and guidelines
  • Support the Programme Department in new initiatives, should these arise during the employment period
  • Other activities agreed and discussed with the Country and Programme Directors
