Senior Inter-Agency Coordination Officer

ORGANIZATIONAL CONTEXT
The Senior Inter-Agency Coordination Officer will report to the Senior Operations Manager (P5), in Regional Coordinator Officer for Venezuela Situation based in Panama, which is under the overall supervision of the Regional Coordinator (D2).

The Senior Inter-Agency Coordination Officer is expected to remain abreast with all aspects of the interagency response and works closely with all units in the Regional Coordinator Office, particularly Protection/Field, Programme and Information Management Units that will be later on moved from the Venezuela Situation Cell, currently based in Bogota, Colombia. S/he is expected to be an experienced coordinator multi-faceted ideally with knowledge both in operations and in protection.

The Senior Inter-Agency Coordination Officer will supervise 2-3 international professional colleagues.

FUNCTIONAL STATEMENT
Accountability
- UNHCR achieves and maintains an effective and strong leadership role in all areas of the Venezuela refugee emergency operation in the Americas, primarily through the regional inter-agency coordination platform for refugees and migrants from Venezuela, in support to the Governments' efforts.
- UNHCR's co-leadership of the refugee component of the outflow from Venezuela and of the Regional Platform (with IOM) is fully established and respected by all partners.
- Effective coordination mechanisms and tools, including information management, are established and maintained with relevant partners, ensuring timely and effective needs assessment, appropriate planning, prioritization, implementation, reporting and evaluation.
- The Regional Platform is coordinated in a robust manner and is fully functional at regional level with clear articulation with national platforms and other coordination mechanisms in place.
- Where appropriate, these mechanisms build up and reinforce existing national coordination mechanisms and build capacity.
- The Regional Platform leads the planning and response to the outflow of refugees and migrants from Venezuela, coordinates analysis and strategic response on International Protection and Mixed Refugee and Migrants¿ issues, and coordinates with relevant partners.
- The Regional Platform produces regular, timely and up-to-date information, regional key messages, and situational analysis.
- Field and HQs colleagues receive appropriate guidance to support UNHCR's lead role for the refugee component of the emergency vis-à-vis external stakeholders.
- UNHCR has credibility in the region with external partners to protect, assist and find durable solutions for all persons of concern.
- Partnership networks for the Regional Platform, and related issues are developed and maintained.

Responsibility
- Together with IOM and in close coordination with the Bureau and DER/PCS update ToRs and related work-plans for the Regional Platform as needed.
- Assist the Snr Operations manager to co-lead the Regional Platform and ensure coordination with all relevant actors, including members and participants of the Regional Platform, local coordination mechanisms, and other stakeholders.
- Under the supervision of the Snr Operations Manager, coordinate the work of the Regional Platform, including collective priorities, supporting work plans and the national platforms¿ strategies.
- Facilitate the coordination of the platform groups to enhance strategic planning, optimise use of resources and guarantee the active participation of all members.
- Ensure efficient and timely circulation of information to stakeholders, regular and effective communication between the regional members and national platforms.
- Ensure effective coordination mechanisms are in place in field operations and provide support as required.
- Follow-up implementation of the RMRP at the regional level, allowing an inclusive and structured process that delivers high-quality and timely input.
- Work jointly with IOM, identifying gaps and overlaps, address unmet needs, and orienting existing activities to address priority issues.
- Ensure the work of the Regional Platform reflects the priorities and role of IOM/UNHCR as lead agencies for the refugee and migrants¿ from Venezuela response in the Region.
- Promote the sharing of informative and updated data within UNHCR as well as with the UN and NGO partners and donor communities to enhance advocacy for refugees and persons of concern to IOM/UNHCR.
- Coordinate the production of regular, timely and up-to-date information, key messages, and situational analysis of the Regional Platform.
- Conduct support missions to field locations to ensure harmonised position and communication between national platforms and the Regional Platform, as well as effective coordination with regional coordination mechanisms.
- Operationalise UNHCR's inter-agency policies ensuring its effective response on all aspects of refugee response, and maintain an inclusive inter-agency regional approach.
- Remain well-informed of various multilateral processes, including the IASC, the Global Compact on Refugees, UN Reform, UN governance and make timely recommendations to the Representation regarding their value to the Regional Platform.
- Undertake other related activities as necessary.

Authority
- Provide guidance and make recommendations on the overall strategy for inter-agency coordination.
- Represent UNHCR in meetings and in other inter-agency fora, and with external counterparts at relevant fora at the appropriate level.
- Maintain and promote relations and partnership, at appropriate level, with Inter-Agency partners, regional counterparts, and other stakeholders.
- Produce high quality inter-agency coordination strategy and update documents for consideration by the Senior Management.


ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master¿s) in Political or Social Sciences, International Relations, Journalism or other related fields, plus minimum 8 years of relevant work experience of which minimum of 4 years in international capacity. Undergraduate degree (equivalent of a BA/BS) plus 9 years or Doctorate degree (equivalent of a PhD) plus 7 years of previous relevant work experience may also be accepted.
- Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations.
- Knowledge of international protection and mixed migration issues, cross-border displacement and durable solutions.
- Demonstrated high level of diplomacy and negotiation skills to navigate complex inter-agency context in Colombia.
- Demonstrated coordination and inter-personal skills.
- Demonstrated team management skills.
- Excellent verbal and written proficiencies in Spanish and English.
