Consultancy - ECM Functional Analyst - ITCD/ECM, NYHQ

New York City (United States of America)

The ECM Functional Analyst will work closely with both the ECM Project Team and the ICTD Solutions Centre to ensure alignment of system design with business objectives. The position will involve a mixture of hands-on design and rapid prototyping along with technical guidance to inform business decisions. As the Functional Analyst is essentially a technical liaison, the role will make great demands on both technical expertise as well as interpersonal communication and functional analysis skill sets.

The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and re-purposing, and collaboration across UNICEF.

The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

A Digital Workplace project was created to enhance knowledge and information systems for programme results and organizational efficiency and effectiveness. The UNICEF Digital Workplace connects staff everywhere to drive change for every child. It is our online personal digital assistant for nimbly working together by:

How can you make a difference?

The ECM Functional Analyst will work closely with both the ECM Project Team and the ICTD Solutions Centre to ensure alignment of system design with business objectives.   • Work Location
    All activities are to be performed on a full-time basis in UNICEF NYHQ. All-in daily rates should account for the cost of living, travel to and from the local duty station, insurance and related costs.

Reporting Structure
The incumbent will report the ECM Senior Project Manager, under the direction of the Digital Workplace Project Manager.

Duration
The consultancy is for a 6-month period starting Q1 2019.

Travel
Travel is not required for this consultancy.

Key Responsibilities

  • Subject matter expertise with respect to functionality within solutions, especially where they focus on collaboration, knowledge management, and records management at UNICEF, both within HQ and the field;
  • Analysis and recommendations of potential functional solutions to business problems, with adherence to industry best practices and the standards observed in UNICEF’s environment;
  • Rapid prototyping of solutions to facilitate decision-making and to maximize the delivery to clients of the ECM project;
  • Contributions to requirements and solution documentation, project proposals/estimates, and technical specifications;
  • Research and prototyping involving the full suite of Microsoft’s O365 offerings, including Azure;
  • Configuration of existing systems to make functional enhancements or to improve their stability/sustainability.

Deliverables

  • Ensure the functional integrity of priority 2019 Digital Workplace and Document Management System features: search, retention, disposition, compliance, provisioning, and email integration;
  • Ensure the functional integrity of secondary 2019 Digital Workplace and Document Management System features
  • Contribute to scoping, technical design and implementation;
  • Ensure the functional integrity of ancillary solutions delivered by the ECM project: the UNICEF executive board documentation workflow, the Roundhouse correspondence management application.

To qualify as an advocate for every child you will have…

  • University degree or equivalent in Information Technology, Communication or Information Management; First degree is acceptable with seven (7) years of relevant work experience.
  • A minimum of five (5) years of relevant experience with Microsoft SharePoint and related products, including two (2) years in the following areas: A: Configuring SharePoint Online site collections, especially in the “modern” experience; B) Developing internal digital tools to support the management of a project using Office 365 and SharePoint Online; C) Developing an Intranet on SharePoint Online.
  • Related experience with Microsoft Exchange, Teams, Power BI, PowerApps, Azure Portal, and/or comparable products. General knowledge of Microsoft Office 365 and an understanding of best practices and guidelines.
  • Demonstrated expertise in HTML, CSS, JavaScript, jQuery, and PowerShell, including experience using SharePoint APIs, such as CSOM.
  • Ability to manage multiple projects simultaneously and to deliver effective solutions while working closely with stakeholders to ensure that business requirements are met. Scrum/Agile experience a must.
  • Experience with SharePoint Framework (including AngularJS or ReactJS) is a plus.

Language

  • English and French are the working languages of UNICEF. For the post advertised, fluency in English is required.
  • Working knowledge of other UN language such as Spanish or French, will be considered an asset.

Evaluation Method

Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant or vendor whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.
