Regional Adviser (Disability %26 Injury Prevention and Rehabilitation)

OBJECTIVES OF THE PROGRAMME

To support and collaborate with the Member States for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care in the area of non-communicable diseases, social determinants of health and sustainable development and healthy environment. Non-communicable Diseases and Social Determinants of Health emphasizes on support to Member State efforts to effectively implement chronic diseases and lifestyle related health programmes as well as on activities on health promotion and disease prevention to reduce health risks and advocate the role of social determinants of health. Sustainable Development and Healthy Environment emphasizes the interactions between health and development, poverty, environmental degradation including water and air pollution, sanitation and natural and human induced disasters. The specific objective of the programme is to support and collaborate with Member States to strengthen capacity in the development and implementation of programmes for injury and violence prevention, disability prevention and rehabilitation.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Non Communicable Diseases and Environmental Health (NDE) and broad guidance of Director, Programme Management, the incumbent will\:

 

1. Collaborate with, and provide technical assistance to the Member States in the areas related to\:

• Injury including violence prevention
• Prevention of disabilities including blindness and deafness
• Strengthening of rehabilitation

2. Provide technical advisory services to national authorities for planning, implementing, supervising, coordinating and evaluating the programmes areas mentioned above. This also includes the establishment of multi-sectoral coordination mechanism for an effective delivery of the programmes.

3. Promote and build capacity of Member States in developing surveillance systems for injury, violence and disabilities and provide support in analyzing and using surveillance data for policy and programme development.

4. Promote and technically support the development of research in relevant areas under these programmes and assist in the documentation and dissemination of research results and best practices.

5. Participate actively in the development and management of the inter-country programmes in the above fields in support of the relevant national activities.

6. Plan and organize inter-country workshops and training courses on public health aspects in the above programme areas and provide technical assistance in designing and developing relevant training programme and material in the countries.

7. Identify and provide assistance in establishing centres of excellence in the countries of the Region and provide technical support in obtaining extra budgetary resources, working closely with all departments in the Regional Office, donor agencies, concerned international organizations and the focal points at WHO/HQ.

8. Participate in the selection, briefing, orientation and development of sources of recruitment of experts; and

9. Prepare technical reports and documents on programme activities at the Regional and country level, based on critical review and analysis. Provide advice to the Organization and Member States for prevention of injury, violence, disability and acute trauma care and strengthening of rehabilitation.

10. Perform other functions as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: A medical degree from a recognized medical school/university and advanced university degree in public health or other relevant areas.
Desirable\: 

• Post-graduate diploma/degree in epidemiology/prevention of injury and violence
• Training in public health
  

Experience

Essential\: At least 10 years' experience, including considerable experience at the international level, in the field of public health, particularly in one or more subjects mentioned above (i.e.\: injury surveillance, prevention of injury, violence and disability) with responsibilities for planning, management and research.
Desirable\:

Skills

Broad knowledge of principles, practices, methods and technologies in public health management, especially in the above responsible areas. Demonstrated skills in delivering support to countries as normative function as well as in technical cooperation.

Desirable\: Ability to establish good collaboration with national staff, WHO staff members and other verbal presentation.

 

Other Skills (e.g. IT)\:

Sound knowledge and expertise in management and in the technical aspects as well as experience in developing, implementing and executing training programs.

Ability to use word processing equipment/microcomputer applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2046 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
