Digital Platform Project Manager

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance and protection to people affected by conflict and armed violence. We take action and follow a multidisciplinary approach in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The ICRC recently adopted a new Information Environment Strategy (IES v.2) which has a strong focus on the digital interaction between ICRC and affected populations. The new Digital Transformation and Data (DTD) Office has been tasked to plan, design, explore, build and test a new digital, secure and trusted platform for affected populations and potential beneficiaries, which will enable the exploration of new digital humanitarian services and the integration of current ICRC services into a single user-centric platform.

  • Leader of the Platform Challenge Team from the new Office of Digital Transformation and Data (DTD)

Purpose

The Digital Humanitarian Platform Project Manager will manage all aspects of the plan, design, build up, testing and delivery as Minimum Viable Product of a new digital humanitarian platform for the International Committee of the Red Cross (ICRC) within the scope, time and budget constraints.

The new digital humanitarian platform shall:

  1. bring a unique interface to ICRC digital services and other information which bring a specific value for people affected by armed conflicts, other situations of violence or other humanitarian needs (e.g. migration);
  2. empower vulnerable people and crisis affected population to engage with the ICRC, self-register, request or connect to humanitarian services and protect key personal data and documents;
  3. provide a secure and trusted two-way channel of communication between the ICRC and the affected people who expresses the need to contact or stay in contact with the ICRC;
  4. enable to explore new humanitarian services and to progressively integrate current ICRC digital services from Protection, Assistance and Prevention programs.

This shall be done in a testing and learning and user centric exploratory mode, which integrates all along the development cycle, feedback of end users (e.g. the affected population) to build a Minimum Viable Product, which can then be handed over for scale up, integration and run to the relevant internal stakeholders.

He/she is also responsible for delivering or contributing to deliver with the relevant internal stakeholders the following complementary assets or foundations of the platform:

  1. digital identity,
  2. data matching and transversal case management,
  3. trusted hosting policy and model ensuring ICT security/encryption of data at rest and in transit,
  4. privacy by design and secure digital services.

Accountabilities & Functional responsibilities

Organize, prepare, conduct, coordinate, facilitate, and report on all management activities necessary to achieve the objectives. Manage all the daily aspects of the plan, design, build and testing of the user centric digital platform challenge, as minimal viable products, within the defined scope, timing, methodology, benefits, quality and resources, and escalate when required to the DTD Leader of the Platform challenge Team, in order:

- to improve accessibility to the ICRC in line with IES V.2;

- to explore new ICRC services to the affected population;

- to improve the integration and visibility of current services;

- to deliver as a Minimum Viable Product the new trusted and secure digital platform within the defined scope, timing, resources and quality;

- to deliver or contribute to deliver with the relevant internal stakeholders the following

complementary assets or foundations for the Platform:

  1. digital identity,
  2. data matching and transversal case management,
  3. trusted hosting policy and model ensuring ICT security/encryption of data at rest and in transit,
  4. privacy by design digital services

LEADING THE DEVELOPMENT TEAM

  • Provide the working environment and resources to empower the development team & facilitate its delivery;
  • Ensure that the project team members follows an user centric and agile methodology, a delivery plan, a scope, and a priority requirements list validated by the leader of the challenge team;
  • Integrate, oversee, lead/manage the (internal and external) experts and supporting roles;
  • Review/approve work plan of internal and external service provider or consultancy.
  • Handle problems escalated from the Development Team and experts.

MANAGING BUDGET

  • Estimate and adjust resources;
  • Manage and monitor the budget, including reporting, with the input from the Technology Adviser for the ICT investment.

DELIVERING

  • Draft and update the priority business & technical requirements for the whole solution, with the input of the Technology Adviser, to be validated by the Leader of the Platform Challenge Team;
  • Draft and validate the priority requirements for the specific solution’s increments and time boxes, together with the Technology Adviser;
  • Manage the planning, draft and update the delivery plan, to be validated by the Leader of the Challenge Team,
  • Organize and validate the UAT (user acceptance tests) after each increment;
  • Organize Minimum Viable Products field deployment, surveys, testing, feedback and lessons learned in co-ordination with the delegation and relevant actors;
  • Co-ordinate/ lead the lessons learned exercise at the end of each increment and at the end of the last deliverable.
  • Define a specific data hosting model and a service support management model to sustain the deployment of specific increments during the exploratory phase;
  • Define, with the contributions of the Technology Manager, the Change Manager, the relevant métier and ICT, a more global data hosting model, deployment and integration plan with a service support model, when the minimum viable product is mature enough to be proposed by DTD for integration and scale up;

VALIDATION, QUALITY, RISK

  • Manage, control and validate together with the technology adviser the quality of the deliverables/contributions of the development team, internal and external experts
  • Manage the project’s specific risks related to scope, time, resources and quality, and escalate when required to the Leader of the Challenge Team.

CO-ORDINATION, COMMUNICATION & DOCUMENTATION

  • Contribute to and establish strong links and synergies with other business heads of projects or innovation initiatives and ICT managers working on beneficiary centric initiatives and notably on the restoring family links initiatives (aiming to improve the digital foundations of the next generation Central Tracing Agency), as well as those building the foundations required for the Platform running and integration;
  • Engage, together with the Leader of the Challenge Team, with delegations and heads of units/programs in order to get their support, test solutions and integrate their feedback;
  • Maintain an overview of progress on the delivery of the challenge; create from the start prototypes/mock ups which give visibility on the platform challenges and key functionalities to show progress and get feedback;
  • Document the deliverables, progress, risks, key decisions and lessons learned;
  • Communicate on the solution to internal, external stakeholders, users and the public to get feedback and support

MANAGING CHANGES

  • Define together with the leader of the challenge team the level of change (to be) required to integrate the new platform and digital services into the operations, and how this will change the current processes, organization and work;
  • Contribute to a global change management plan defined by the leader of the Platform challenge team once the minimal viable product is ready for integration;

Scope & Impact

  • Total budget is typically over Sfr 2 million.
  • The challenge impacts field delegations and several divisions with complex interdependencies that will affect its integration. The Platform will be a key element which contributes to the transformation of the organization. 
  • Has to manage a very high level of risk with ICRC-wide impact and a broad range of end users affecting both the affected population and ICRC staff.
  • Global impact. Changes are foreseen to multiple processes that require coordination across many divisions and field locations.
  • Change magnitude is rated over … on the Project Management Office´s project-change scale.

Relationships

  • Internally, interacts with the DTD Leader of the Challenge Team, the Director of DTD, the Digitalisation of Operations Steering, ICT, the management of units and delegations where the solution is tested, and all the numerous internal stakeholders impacted by the challenge (directly or through an interdependency). Also interacts with ICT.
  • Externally, interacts with affected population, partners and suppliers.

Education and experience required

  • 12-15 years´ professional experience.
  • 10 years of professional experience overall, including a minimum of 5 years´ experience in managing successfully transformational project(s) and delivering complex solutions with ICT components.
  • Bachelors´ degree in a related field, as well as a Project Management Certification.
  • Agile Project Management certification and experience.
  • Experience in delivering new digital service and data driven solutions for beneficiaries, external users or partners.
  • Recent experience in developing beneficiary centric digital solutions for humanitarian or human rights organizations is an asset.
  • Field Experience with ICRC or with other humanitarian or human rights organizations.
  • Experience in successfully leading and motivating a team of experts.
  • Experience in managing organizational change.
  • Fluency in English; fluency in French is an asset.
