The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



Office Background

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

NRC operations is in the Middle East have grown significantly in recent years and further growth is expected in the months to come. With large operations in such fluid contexts, the NRC Middle East Regional Office has a stimulating and rewarding work environment, a collaborative workforce and genuine place of passion responding to a region in crisis.

Position Description: 

The Regional Adviser, Psychosocial Support (PSS) in Education provides the overall technical expertise and thought leadership to NRC in the Middle East region within the thematic area of Psychosocial Support (PSS) and Social and Emotional Learning (SEL). She/he will coordinate a new regional grant focused on strengthening NRC’s flagship PSS response, the Better Learning Program (BLP). In close coordination and cooperation with NRC country offices and HQ, she/he will lead on BLP’s organizational and staff’s capacity development, program development and evidence generation & dissemination. She/he will be responsible for coordinating and mainstreaming the BLP program, building competencies and ensuring overall quality of the interventions. She/he will also serve as the focal point for regional policy dialogue, advocacy, representation and coordination with inter-agency forums, government authorities and donors. 

Specific responsibilities related to the position include:

  • In cooperation with the global and regional education advisers, M&E teams, University of Tromsø (research partner): a) develop the research & learning agenda; b) engage in conceptual and operational aspects related to research and evidence generation (e.g. managing external consultants)
  • Select and manage the external consultants engaged in the BLP program development and  research and evidence-generation
  • Directly support the development of the BLP Online Certificate Course, in cooperation with the University of Tromsø and NRC Global Advisers
  • Plan, host and facilitate regional project meetings and workshops
  • Delegated regional thematic responsibility for the NRC «safe and inclusive learning» foundation, including the thematic focus of Protection of Sexual Exploitation and Abuse (PSEA), Child Safeguarding and all other Child Protection-related aspects
  • Maintain continued dialogue and support partnerships with regional partners and in particular with UNRWA, Ministries of Education, UN agencies and INGOs
  • Create linkages with relevant think tanks, academic institutions, private sector networks and other relevant organizations to co-create knowledge products around the goals and objectives of the regional BLP grant
