Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the supervision of Chief of Nyala and WASH Officer the consultant will support the implementation, supervision, monitoring and reporting of WASH UNICEF supported Basic Sanitation and Hygiene, Basic Water Supply and enabling environment at South and East Darfur States and work closely with WES, SMoH and PCA implementing partners.

Specific Tasks

  • Work with both WASH UNICEF and government institutions to contribute to the improvement of the upstream guidelines, IMS and capacity building) and service delivery (mainly basic water service managements, operation and maintenance, CMOM, service expansion, technology options, Groundwater studies and IWRM) interventions at South Darfur and East Darfur States.

Provide technical and project support to design and implement community and School WASH interventions at state level

  • Support SMoH on the development of State ODF road map
  • Support WES, SMoH and PCA partners to conduct rapid assessment for development of emergency response plan.
  • Facilitate coordination with local government and NGO partners.
  • Assess training and capacity building needs of WES, SMoH and NGO partners; prepare and operationalize an action plan to build partners’ capacity on waster, sanitation and hygiene promotions.
  • Advice MoH sanitation unit on key issues on sanitation, hygiene promotion, & school WASH for priority setting.  
  • Consult and liaise with partners on roles and responsibilities to ensure coordinated outcomes.
  • Update emergency preparedness plan incorporating innovations and lessons learned.
  • Support MoH & other agencies in successful implementation of CLTS/CATS approaches in the selected areas

Plan assessment, monitoring, evaluation, and implementation

  • Organize rapid assessments and monitoring mechanisms.
  • Conduct periodic assessments on the quality, quantity, and timeliness of ongoing work.
  • Ensure community consultation and maintenance training.
  • Monitor inputs, field activities and find solutions for the obstacles.
  • Undertake regular field visits to project sites for the participation in and monitoring of project activities and local conditions, and prepare field visit reports.
  • Prepare utilization reports for specific activities for donor report.

Prepare reports

  • Prepare situation report at camp, community, locality and state level and update regular basis.
  • Prepare weekly, monthly, and quarterly reports.
  • Provide inputs for proposals, donor reports, and other reports produced by the office

Key Deliverables

Supporting implementations of WASH activities in 2018 RWP per set strategy, technical standards and in compliance with UNICEF requirements.

  • Reporting the number of trigged and ODF community in each state,
  • Support the activation of Sanitation Council (work plan and progress) 
  • Draft South Darfur ODF road map
  • Designing and implementation sector capacity-building plan on sanitation and hygiene promotion.
  • Reports – internal sitreps, weekly, monthly and quarterly reports as well as inputs to donor proposals and reports.

To qualify as an advocate for every child you will have…

    • A University degree in related water resources or public health field. Advanced degree in the technical field sanitation and hygiene or Public health will be a benefit.
    • Minimum 3 -5 years’ professional management and implementation experience in the field of water and environmental sanitation.
    • Previous experience in emergencies and regular programmes in the sanitation, hygiene promotion, and school WASH areas. Experience in Darfur and Kordofan will be an added advantage.
    • Knowledge of the latest developments and technology in low cost sanitation, hygiene promotion, and capacity building.
    • Fluency in writing, reading, and speaking English and Arabic.
    • Strong negotiating, communication and advocacy skills.
    • Computer skills, including various office applications.
    • Ability to work and live in difficult environment.
