The Communication for Development Officer reports to the C4D Specialist for supervision and guidance. The Officer provides technical and operational support to the C4D Specialist and internal colleagues by administering, implementing, monitoring and/or evaluating a variety of C4D initiatives and activities to promote community engagement and participation, and measurable behavioral and social change/mobilization, requiring the application of technical and theoretical skills and thorough knowledge of organizational goals, rules, regulations, policies and procedures to complete tasks.

The Communication for Development Officer reports to the C4D Specialist for supervision and guidance.  The Officer provides technical and operational support to the C4D Specialist and internal colleagues by administering, implementing, monitoring and/or evaluating a variety of C4D initiatives and activities to promote community engagement and participation, and measurable behavioral and social change/mobilization, requiring the application of technical and theoretical skills and thorough knowledge of organizational goals, rules, regulations, policies and procedures to complete tasks.

How can you make a difference?

Under the guidance and supervision of C4D Specialist, C4D Officer will perform following tasks:

1. Support to strategy design and development of C4D activities

Based on the data analysis, provides support to the District Polio Control Rooms in implementation and monitoring of existing communication strategy of PEI as per National Action Emergency Plan (NEAP).

2. Support to the implementation of C4D activities

Support communication field staff in translating the strategy in to concrete action plans. Coordinate with training unit to ensure that all field staff are equipped with appropriate knowledge and skills/tools for social mobilization and community engagement activities.

3. Advocacy and networking

Collaborate with internal Polio Eradication Initiative (PEI) partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.

Provides feedback to the Communications for Development Specialist/Provincial Polio Team Lead and UNICEF Chief Polio Eradication Unit on the key challenges in advocacy and propose suggestions

4. Innovation, knowledge management and capacity building

Based on the data analysis, propose innovative interventions and activities to address communication for development related bottle necks in the programme, with specific focus on refusal challenges, engagement with various influencers etc.

Support the organization, administration and implementation of capacity building initiatives related to communication and IPC to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects.

To qualify as an advocate for every child you will have…

1. Education

A first university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field. 

2. Work Experience

A minimum of two years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy or another related area.

Relevant experience in a UN system agency or organization is considered as an asset.

3. Language Proficiency

Fluency in English is required.  Knowledge of Pushto and Sindhi is an asset to work in Field Office Sindh/Karachi.

Duty Station and Travel

This post is based in Sindh Field Office with field mission on need basis.
