As a part of a capacity development network the incumbent will in close collaboration with UNICEF RO, CO and PD: (1) provide capacity development expertise to regional offices and country program countries on supply chain eco-system strengthening, encompassing operations and enablers; (2) support the development of national supply chain policies and the capacities needed within national coordination mechanisms to implement, monitor and manage; (3) network among private sector, government partners, civil society and the UN to innovate and implement solutions for supply chain human resource capacity building; and (4) facilitate documentation of good practices, learning and education among with partners and counterparts.

Purpose of the job:

As a part of a capacity development network the incumbent will in close collaboration with UNICEF RO, CO and PD:  (1) provide capacity development expertise to regional offices and country program countries on supply chain eco-system strengthening, encompassing operations and enablers; (2) support the development of national supply chain policies and the capacities needed within national coordination mechanisms to implement, monitor and manage; (3) network among private sector, government partners, civil society and the UN to innovate and implement solutions for supply chain human resource capacity building; and (4) facilitate documentation of good practices, learning and education among with partners and counterparts.

Summary of key functions/accountabilities: 

  1. Lead and drive the implementation of guidance in support of a common vision with governments, UN, bilateral, civil society, private sector and other donors and implementing partners on human resources in supply chains and health systems and evidence-based capacity development approaches.  Advocate for a mutual understanding of approaches; coordinate action; monitor impact; document progress; define UNICEF comparative advantages and synergies for acceleration and amplification of development eco-system efforts;
  2. Support government though UNICEF regional and country offices to draft national supply chain policies, as part of health system strengthening (for public health supply chains); support efforts to build the capacity of government staff to implement, monitor and manage national supply chain policies; establish a database of supply chain policies;
  3. Support the development of ‘human resources for supply chains and health system’ common metrics; work with internal and external partners to build on UNICEF and our partners’ field experiences to inform metrics;
  4. Build shared value partnerships to drive innovative private sector solutions for supply chain personnel capacity building; human resources strategies for supply chains; and budgeting and financing supply chain personnel as part of health system personnel.  Network with The Global Fund, GAVI, USAID, the Bill and Melinda Gates Foundation, People that Deliver, and other key partners;
  5. Support and lead the coordination and submission of policy proposals, position papers, donor reports and other documents for internal and external use; utilize UNICEF and partner’s skill building platforms for dissemination and implement learning strategies, i.e. SharePoint, Agora, for supply chain competencies;
  6. Investigate and make recommendations to align work on ‘human resources in supply chains’ and ‘supply chain policy development’ to environmental sustainability policies, regulations and guidelines;
  7. Investigate and make recommendations for advancing work on non-heath sector supply chain capacity development needs (education and sanitation); and any other duties as requested by the supervisor.

Qualifications of Successful Candidate:

Education:

  • A completed Advanced University Degree (Master’s Degree) in business, social science, public health, pharmacy, or other related field.

    Or

  • A completed 1st level University Degree (Bachelor’s Degree) in business, social science, public health, pharmacy, or other related field and two additional years of relevant experience (total 10 years);

Work Experience:

  • A minimum ten (10) years’ experience in procurement and supply management and/or capacity building, preferably in the area of health supply chain, with at least four years being in developing countries;
  • At least five (5) years of proven conceptual understanding and strong practical experience with applying capacity development principles;
  • At least five (5) years of proven experience working with developing country governments;
  • Experience in humanitarian assistance and development programmes, and a mix of field and headquarters postings are advantageous;
  • Current knowledge of the latest development in the field of Capacity Development;
  • Knowledge of public procurement and/or Procurement and Supply Management preferably in the area of health supply chain operation;
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization;
  • Good computer skills, including internet navigation and various office applications.

Languages:

  • Fluency in English and working knowledge of another UN language.
