Data Management and Visualization Specialist - P4 - TA - Amman, Jordan

Amman (Jordan)

Background

The UNDP country programme for Jordan delivers direct policy and technical support to provide effective solutions to the development challenges of exclusion and vulnerability. In partnership with the Government of Jordan and other developmental partners, UNDP promotes a resilience-based approach that ensures sustainability, coherence and complementarity of results in support of the 2030 Agenda and achievement of the Sustainable Development Goals (SDGs).

In its work on Inclusive Participation and Social Cohesion, PVE, Environment and Climate Change, Livelihoods and as an integrator for the SDG agenda, UNDP develops effective mechanisms with all levels of decision-making – including the House of Representatives, Ministries, Independent Institutions, governorate councils, municipalities,  NGOs, and Private Sector– to promote the Sustainable Development agenda to respond to the needs and priorities of citizens, as well as enabling grassroots initiatives that provide opportunities for access to justice, rule of law and prevention of violent extremism.  UNDP also supports the development of Resilient Communities and Livelihoods to address poverty and inequality, especially among vulnerable youth and women and host communities in crisis-affected areas.  On all areas, UNDP partners with the Government to enable an Institutional Framework for the Realization of the SDGs, including operationalization of an institutional planning framework with reporting of development results that includes comprehensive, disaggregated data and statistics, and to use such data to influence policy and inform evidence-based decision-making to ensure no one is left behind.

Duties and Responsibilities

Technical support in the development of effective data management capacities, including:

  • A draft annual work plan for data management
  • Support the design and development of relevant databases for UNDP programmers and projects
  • Design and testing of data gathering tools, including providing training and mentoring to relevant staff and personnel
  • Facilitate integration and analysis of data from multiple sources
  • Troubleshooting on data management processes
  • Promote understanding on the incorporation of relevant standards and good practices for elections, and crosscutting themes such as gender and human rights, into the development of IEC regulations and procedures.
  • Strengthening office pillars and national counterparts capacities for evidence/data gathering for policy advisory services ie. Mainstreaming data collection standards; building capacities of staff on data collection and visualization ; setting up internal data gathering systems for monitoring and reporting with feeds from several sources of data.

Technical support in the development of data visualization and reports, including:

  • Ensuring effective use of Microsoft Power BI and related software across UNDP programmers and projects, including providing training and mentoring to relevant staff and personnel
  • Enabling the adaptation of data into user-friendly reports, websites and software applications
  • Supporting the development of infographics and related engagement with stakeholders
  • Professional growth through active learning

Ensuring effective data management and visualization to the UNDP programmers:

  • Design and development of data mapping systems and methodologies, and support the conduct of data mapping exercises
  • Support the development and implementation of cross-cutting methodologies on data monitoring, evaluation and reporting
  • Engaging where relevant with Government of Jordan authorities, including the Ministry of Planning and International Cooperation, the Department of Statistics etc.
  • Engaging with related knowledge portals and UNDP activities, such as the Arab Development Portal
  • Participation in relevant programme and project meetings and events
  • Contribute to relevant knowledge materials and in organizational knowledge building and sharing, including updates on key developments, trends and opportunities for development
  • Advise and assist on other data management and IT development issues for UNDP Jordan as relevant and agreed.

Required Skills and Experience

Education:

Master’s Degree or equivalent in information management, information technology, computer science, natural science or any other related field.

First university degree with a relevant work experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum 7 years of experience with Master’s degree with ICT project management out of which 5 years of experience with data management and visualization. 9 years of relevant experience if with a first university degree out of which 5 years of experience with data management and visualization.
  • Extensive practical experience in ICT operations, planning and management, including the design of development, deployment of databases
  • Experience of working on development related projects involving large databases (10 million records and more) preferred
  • Extensive knowledge of: data management system design; Applications Development and Client Server systems, internet technologies and development of distributed systems, Microsoft Office, MS Access, SQL Server and Oracle
  • Proven capacity to work with Microsoft Power BI required
  • Experience of working in institutional capacity building, training, project design and implementation, monitoring and evaluation
  • Excellent analytical, communication, writing and presentation skills
  • Knowledge of the United Nations system and the procedures of UNDP is an asset
  • Knowledge of Jordan and working with governmental agencies is an asset

Language Requirements: Fluency in written and spoken English is essential; knowledge of Arabic is an asset.
