Under the general guidance of the Deputy Representative, the Chief, HIV/AIDS Section will be responsible for the coordination and management of all HIV/AIDS-related Country Programme components. S/he will help mobilize and leverage resources for HIV/AIDS interventions, and manage human and financial resources within the Section. S/he will ensure coordination with all other partners and streamlining of HIV/AIDS interventions within all programmes and inter-sectoral approaches and interventions, including during emergency responses.

Under the general guidance of the Deputy Representative, the Chief, HIV/AIDS Section will be responsible for the coordination and management of all HIV/AIDS-related Country Programme components. S/he will help mobilize and leverage resources for HIV/AIDS interventions, and manage human and financial resources within the Section. S/he will ensure coordination with all other partners and streamlining of HIV/AIDS interventions within all programmes and inter-sectoral approaches and interventions, including during emergency responses. In specific, the incumbent will provide technical and managerial support to the design, implementation, monitoring, evaluation, capacity building and documentation of activities related to:

• Reducing mother-to-child transmission of HIV/AIDS;
• Ensuring pediatric care of HIV-positive infants and children;
• Caring for / and supporting HIV infected and affected children, orphans and other vulnerable children (OVCs) and their families;
• Expanding access and use of adolescent-friendly health services (AFHS), information centers and youth participation mechanisms, including access to voluntary counselling and testing services (VCCT) for young people;
• Prevention of HIV/AIDS among adolescents, young people and women of child bearing age through utilization of communication for behavior change and life skills;
• Working with communities to create a supportive environment for HIV testing, support to HIV-affected families, reduction of stigma and discrimination, and reduction of high- risk socially-accepted practices.

How can you make a difference?

• Provides technical advice to the Government and Non-Governmental organizations and contributes to the development, monitoring and evaluation of national policies, strategies and interventions aimed to prevent and reduce HIV/AIDS infection, particularly in the areas of Prevention among Adolescents and Youth; Prevention of Mother-to-Child Transmission; Pediatric Care; Care and Support to Orphans and other Vulnerable Children; Prevention of Stigma and Discrimination of Those Affected;
• Coordinates the various HIV/AIDS-related components of the UNICEF Country Programme, ensuring implementation of the annual plans of action as well as the management of human, supply and financial resources within the UNICEF HIV/AIDS Section;
• Contributes to the development of training programmes and materials, technical guidance, and articulates in committees and working groups to advise on technical options and ethics ;
• Provides specific input to HIV/AIDS situation analyses undertaken in the country, especially in relation to the 4Ps, and contributes more globally to the elaboration and regular update of the situation analyses of women and children in Cameroon as well as to the Common Country Assessment. Coordinates the preparation of Programme and projects documents, funding proposals, donor reports, work-plans and evaluations. Prepares for and participates in the various reviews of the UNICEF Count Programme ;
• Supports development of strategies to ensure the establishment of structures for dialogue; the participation of young people, women and PLWHIV in the design and management of HIV related interventions. Leads the development of fund-raising, advocacy, behavior communication and participatory strategies on HIV/AIDS ;
• Coordinates and manages the monitoring, evaluation, documentation and research relating to HIV/AIDS interventions. Undertakes field visits; identifies problems and alternative courses of action to accelerate/improve the Programme ;
• Provides technical and programming support to other sections to ensure that HIV/AIDS interventions are streamlined across all programmes. More specifically, contributes to ensure appropriate linkages with Young Child Survival, Education, Protection, Social Policies and Partnership Sections. Contribute to the design and implementation of strategies and activities relating to inter-sectoral issues and approaches, such as ECD and Emergency Preparedness and Response ;
• Provides technical advice and leadership on the Caring for Us Initiative within the Office.

To qualify as an advocate for every child you will have…

EDUCATION 

Advanced University Degree (Master's or PhD level) in Health or Social Sciences or related technical field. Given the context of Cameroon, a medical degree with a Master's or PhD in Public Health or related field would be an asset. 

WORK EXPERIENCE 

At least eight (8) years progressively responsible professional work experience at national and international levels in Programme planning, management, monitoring and evaluation in related field. Field experience in the design, implementation and management of HIV/AIDS prevention programmes in developing or transitional countries would be an advantage.

LANGUAGE PROFICIENCY 

Fluency in both French and English are required.
