ORGANIZATIONAL CONTEXT

The HR Technology and Analytics Branch - HRMOI is responsible for on-going support to critical HR operational processes through the appropriate provision and application of information, processes and enabling technologies. It is also responsible for the development of the HR Division Technology strategy and roadmap that will support integrated talent management processes, enable full visibility into our global workforce by deploying a technology solution that integrates people processes, data and intelligence from corporate and satellite systems and databases, and will provide workforce analytics and tools to support evidence-based decision making across people-related processes (in particular workforce planning, recruitment, reassignment and deployment to emergencies).

The Branch consists of three teams:

(1) HR Technology

(2) HR Systems Administration and Support

(3) HR Reporting & Analytics.

Under the supervision of the Chief HRMOI, the HR Officer (Team Leader) be responsible for the following key duties:

Responsible for coordination and implementation of HR Technology projects and related field support. This includes coordination of the HRM technology projects and teams in design, development, testing and implementation of information systems, analytics and tools that support HR business processes and decision-making.  This role partners with internal and external business partners, and will research best practice and technology to ensure continuous improvement to HR systems, analytics and processes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Engineering, Computer Science, Business Administration, Math or Finance, or First level university degree with additional relevant work experience.


Experience: 

  • Five or more years of experience in managing development of information systems, tools and data analytics, of which at least 3 at international level.
  • Experience using business intelligence tools such as SAP BI/BO, and visualization tools is desirable
  • Advanced use of Microsoft Excel and/or Access
  • Knowledge of SAP, statistical models, programming and data frameworks an asset
  • Excellent project management, communication and presentation skills
  • Analytical mind, business acumen and problem-solving aptitude
  • Strong mathematical skills (e.g. statistics, algebra)
  • Knowledge of HR data, time dependent data and workforce analytics an asset.
  • Experience developing and maintaining internal and external relationships

Language:

  • Fluency in oral and written English is required. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is highly desirable.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinates and/or manages priority HR Technology projects in support of end-to-end HR processes, including workforce analytics.
  • Coordinate and/or prepare project proposals, implementation plans and presentations to management/project owners
  • Build quantitative models to simulate impact of the projects; including costs benefit analyses and the definition of key metrics and goals to measure progress and demonstrate value to the organization
  • Ensures that projects meet or exceed expectations by guiding all project activities to include, but not limited to, schedule, scope, budget, risk, change management, and quality control.
  • Coordinates with Enterprise Systems the planning and executing of technology projects
  • Provides coaching, and guidance to project team members in the areas of project lifecycle, operating procedures, processes and practices.
  • Acquires an expert knowledge of HR Policies, business and technical processes, and applies this knowledge to assigned tasks and projects.
  • Partner with internal and external stakeholders to design, test, and maintain any necessary integrations, as well as ensure existing interfaces continue to run smoothly and provide accurate results.
  • When required, undertake business process mapping and analysis to recommend system and process enhancements to optimize performance
  • Benchmark best practices, HR technology, and workforce analytics technology to support HR identify best-fit technology solutions and IT architectures
  • Partners with Legal, HR Policy and IT to ensure that our systems and processes adhere to global policies, standards and guidelines
  • Develop and implement change and knowledge management strategy and roadmap, including field support, guidance and trainings. 
  • Perform other duties as required

TERMS AND CONDITIONS

Non-Rotational Nature

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

Terms and Conditions

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
