Under the supervision of the Deputy Regional Director responsible for co-ordinating the formulation, planning, design, and implementation of the integrated monitoring, evaluation and research plan of the Region in collaboration with the Regional Chief of Programme & Planning, technical advisors and the Regional Chief of Communication.

The Middle East and North Africa region covers countries and territories from Morocco to the Islamic Republic of Iran, including Djibouti and Sudan in sub-Saharan Africa.
The region is home to nearly 418 million people, including 157 million, or 38 per cent, who are under the age of 18. Nearly 10,000 children are born across the region every year.
The Middle East and North Africa Regional Office is a hub for information, technical expertise, oversight and coordination for UNICEF Country Offices. It also supports these offices in their efforts to raise much-needed resources.
Specialist advisers based in Amman help develop programmes in health and nutrition, child protection, adolescent development, HIV and AIDS, education, water and sanitation, social policy and emergency preparedness.

How can you make a difference?

Under the supervision of the Deputy Regional Director responsible for co-ordinating the formulation, planning, design, and implementation of the integrated monitoring, evaluation and research plan of the Region in collaboration with the Regional Chief of Programme & Planning, technical advisors and the Regional Chief of Communication.

Key functions, accountabilities and related duties/tasks

  1. Give technical support to Country Offices in planning, implementing monitoring the situation of women and children using Devinfo, MICS and other tools as appropriate and updating situation analyses as well as to UNCT in common country assessment and UN development framework.
  2. Monitor the situation of children and women in the region: develop and update regional database of children and women using DevInfo and other tools as appropriate. Maintain an up to date profile of each country in the region.
  3. Prepare yearly, the regional analysis report and other relevant documents to be submitted by the Regional Office to NYHQs for internal or Executive Board use. Monitor the implementation of global commitment and prepare reports as required.
  4. Establish/maintain a network with the HQ, other regions, UN sister agencies , among Country Office M&E Officers and facilitate exchange of experience and improvement of technical expertise by means of virtual conference call, electronic or live interaction, training or meetings.
  5. Develop a network with international and regional research institutes with a view to identify region-specific monitoring needs, including the development of appropriate tools to partnership for regional analysis and researches.
  6. Performs other related tasks.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, demography, development
  • Minimum ten (10) years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation analysis and research.  Practical experience in community-based research and on action oriented research.At least 5 years senior level management and technical experience in Evaluation at either a very large country office, or in regional or headquarters locations..
  • Fluency in English and another UN language required. Knowledge of Arabic and/or French highly desirable.

 

  • Specific Technical Knowledge Required:   
  • Strong statistical and analytical, quantitative and qualitative research skills.
  • Knowledge of computer management and applications.
  • Specialized training in statistics.
  • Ability to organize and implement training.
  • Teaching experience and ability to organize and implement training.
  • Ability to work in an international and multicultural environment.
  • Good analytical, negotiating communication and advocacy skills.
