OBJECTIVES OF THE PROGRAMME

The WHO Department of HIV coordinates WHO's HIV work and hosts the Global Hepatitis Programme (GHP). The WHO Programme on HIV is guided by the Global Health Strategy (GHSS) on HIV 2016 - 2021. The work of GHP is guided by the Global Health Sector Strategy on Viral Hepatitis 2016-2021. Both GHSSs commit to ending the AIDS and viral hepatitis epidemics as public health threats by 2030 - consistent with the ambitious targets of the 2030 Agenda for Sustainable Development, adopted by the United Nations General Assembly in September 2015. The GHSS describes the health sector contribution towards the achievement of these targets. Each of the two (HIV and viral hepatitis) GHSSs outlines a vision, goals and actions for the global health sector response, including five strategic directions\: strengthening and focusing national HIV/hepatitis programmes and plans through sound strategic information and good governance; defining a package of essential HIV/hepatitis services and high-impact interventions along the HIV/hepatitis services continuum; adapting and delivering the HIV/hepatitis services continuum for different populations and locations to maximize quality and achieve equitable coverage; implementing systems to fully fund the continuum of HIV/hepatitis services and to minimize the risk of financial hardship for those requiring the services; and embracing innovation to drive rapid progress. The objective of the Department is to lead an effective, organization wide HIV and hepatitis effort to support Member States in the implementation of the Strategies. The Department of HIV provides technical and strategic leadership in key technical areas,and leverages the capacity of other HQ Departments to contribute to the broader HIV and hepatitis programmes. The Department of HIV works closely with Regional Offices to maximize WHO's impact in countries. The immediate strategic objective of the ODH programme management team is to provide management support to the Director and Technical Units and ensure the facilitation of the work plan implementation, as well as coordinating reporting and engagement with donors and partners; and compliance with the WHO rules and regulations.

DESCRIPTION OF DUTIES

Contribute to the HIV and GHP Department programme development and implementation ensuring the achievement of high quality outputs as advised by the Programme Manager. These include\: 1. Advises and provides briefings to the Director on the partnerships for which the incumbent is responsible; and supports relationship management of the department where needed. This includes preparing briefing notes, organising technical partnership meetings, and coordinate and follow-up on action points.2. Coordinates the donor reporting for the department by ensuring that up to date templates and guidance is circulated to technical staff; compiles the narrative and financial reports, and conducts a thorough quality check; prepares the reports and materials for the Director's sign off; and ensures adequate filing in the organisational systems available. 3. Supports resource mobilization and grant management with the Department. Provides guidance and advice to technical and other staff on the correct processes, tools and procedures within the context of WHO's legal status. Ensures regular liaison with the grant focal points, both within the Department and with the donor organization. Compiles and reviews proposals, prepares the submission, and ensures, that the submission is produced in line with donor expectations. She/he will be responsible for all submissions to USAID and CDC. She/he will follow up on grant requirements, including reporting and human subject or other technical restrictions. She/he will liaise with internal WHO departments as needed (e.g. the Legal Office, Partnerships and Non-State Actors Unit and the Coordinated Resource Mobilisation Unit). She/he will contribute to reporting and other communications with donors, including PEPFAR, the Bill and Melinda Gates Foundation and the Government of the Republic of Korea. 4. Other support within the Programme Management Unit\: She/he will support the partnership with UNAIDS and its governing bodies, including assistance in preparing briefings; contributions to background papers; analysis of meeting agenda items; liaison with technical focal points to address meeting agenda items and other areas which may need technical inputs; attendance at UNAIDS Programme Coordinating Board and other related committees and working groups; and assistance with UBRAF reporting. She/he will also coordinate technical reporting for the programme biennium reporting (HQ and Regional), including supporting technical units with programme implementation requirements in WHO's GSM system. She/he will also contribute to other partnerships and meetings, including Civil Society, and the Department's participation at the World Health Assembly and Governing Bodies. 4. Supports the requirements of the UNITAID grants liaise with the UNITAID grant focal points; provide guidance to the responsible technical officers for implementation; arrange and prepare for meetings related to the grants (with technical focal points and senior management); liaises with the WHO Legal Office, central Finance Department and Global Health Ethics unit, as needed in the administration of the grants and agreements; and coordinate reporting. 6. Other tasks as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: Bachelor level degree in International Relations, Public Administration, Languages, or any other relevant university degree.
Desirable\: A masters level university degree in International Relations would be an asset.

Experience

Essential\: At least five years of relevant international work experience in a public health environment in partnerships and grant management, including the UN or international development agency.
Desirable\: At least 4 years of work experience specifically in grant management, preferably with CDC and/or UNITAID would be an asset. Experience in managing and maintaining funding agreements and relations with multiple donors and partners, both in a national and international context, would be an asset

Skills

Sound knowledge of partnership and relationship management with donors and technical partners, including the ability to negotiate and manage complex agreements and grants. Excellent organisational, writing and communication skills. Ability to produce accurate briefing documents and synthesise complex, technical inputs and documents into succinct and accurate reports in English of a very high standard for general audiences; and have skills to provide guidance to technical and other staff on complicated, grant/donor requirements in a simple and organised manner. Be able to produce professionally under pressure. Excellent and credible interpersonal skills in the context of an international environment, and with senior leadership.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3450 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
