Job Description

Background:

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) Nugal of Puntland and Banadir region implementing interventions in the areas of livelihood, WASH, WPE, Governance and health reaching out to more than 200,000 conflict and drought affected people.

Scope of Work:

Under direct supervision of Deputy Director of Operations with technical support from HR/Admin Coordinator, HR Manager Serves as the focal point for the delivery of all Compensation, Benefits strategies, supports the implementation of IRC policy for the Country Program. Manage the performance of the field based HRs by ensuring they have challenging objectives, provision of technical support, on the job training, coaching, mentoring, sharing best practices/business processes and ensuring they are regularly updated with new initiatives, policies and procedures.The HR Manager covers for the HR Coordinator when required.

Key Responsibilities:

Compensation and Benefits Administration

  • Serve as the principal contact point for all service providers of staff benefits; be in regular and direct contact with the representatives,ensuring that all contracts, reports, and other required documentation is updated and available to both parties
  • Ensure prompt enrollment and applicable exit onto and out of the payroll for all staff
  • Monitor the enrollment of, and applicable exit, onto and out of the benefits packages with the service providers for all staff
  • Ensure that the payroll is completed by the 20th of each month
  • Ensure that all documentation to support payment of statutory dues, and payments to service providersare completed by the 25th of each month
  • Support Compensation and Benefit strategies by conducting an annual review of past performances by the end of the 3rd quarter of each financial year
  • Prepare, issue, and support the review and analysis of tender documents for service providers for the provision of benefits to the Country Programme staff by the end of the 3rd quarter of each financial year
  • Support Compensation and Benefit strategies by coordinating localized salary surveys annually, and raising any challenges posed in talent retention based on compensation and benefits provided
  • Participate in the Salary surveys for the Country programme
  • Responsible for management of all contracts: writing offers, confirmation letters, amendments, extensions/ renewals, transfers etc

Services and Administration

Technically supervises theHRO to:

  • Monitor all types of leave and absenteeism for each staff member on a daily, weekly and monthly basis as appropriate.
  • Ensure HR Officers maintain up-to-date records for:
  1. Personnel files
  2. Recruitment
  3. Leave
  4. Training
  5. Performance Management
  6. Benefits
  7. Payroll
  •  Support all localized recruitments
  • Coordinate national recruitments
  • Ensure that all  staff are duly registered on the payroll, with service providers for benefits; are registered with the statutory bodies
  • Ensure that as they exit, all  staff are appropriately exited for the end of their tenure with the organization
  • Directly supervise the HRO to ensure that all HR transactions that impact the payroll and benefits administration to the Country Programme staff are managed in a timely manner.
  • Coordinate with HROs/ Provide the team information on Compensation and Benefits with regular updates on relevant status changes for staff in their locations

Talent Acquisition

As the assigned recruiter for the Country Program,

  • Manage, from start to finish,recruitment of all national staff at the for standard and JIT recruitments
  • Manage, from start to finish, internal mobility strategies for internally recruited staff
  • Post and track all vacancies on cornerstone
  • Serve as the HR panelistfor all recruitments below this pay grade

Talent Management

  • Ensure the appropriate on-boarding and transition processes for all incoming staff
  • Support the coordination of all performance management processes for all staff
  • Provide a supportive and advisory role to all line managers for any corrective/ disciplinary action
  • Manage the exit process for theHead Office staff, and support the same for the field offices
  • Track approved professional development and career pathingobjectives forstaff

Employee Relations

  • Support staff and supervisors through the management of any grievances and disputes
  • Train all staff quarterly through the staff meetings on benefits and how to access them, and contractual conditions around compensation

Legal, Audit and risk

  • Implement audit recommendations in areas of responsibility and support the overall HR risk management efforts.
  • Take lead in (with support from HR Coordinator) employee relations, engagement and inclusion.
  • Manages (in conjunction with the HR lead) IRC Somalia’s relationship with the legal advisor, stay abreast with and disseminate impacts of labor laws to the Country Programme.

HRIS

  • Maintain Compensation and Benefits processes on payroll and any other systems to be used in the future

Reporting

  • In charge of reporting that includes monthly, quarterly, HR matrix etc.
  • Provide weekly/monthly reports to the Senior HR Coordinator on the status of all Compensation and Benefits administration processes including, but not limited to
  1. Utilization reports
  2. Enrollment and Exits
  3. Employee relations impact

Qualifications

  • A Bachelor’s degree in Human Resources Management, or Business Administration ; An alternate  Bachelor’s degree with a PGD in Human Resources Management is also acceptable
  • At least 5 years continuous practice in a similar position, with at least 3 in a supervisory position
  • Similar experience with an INGO will be an added advantage
Knowledge
  • Demonstrated knowledge of best practices in Compensation and Benefits Management in the local market
  • Demonstrated knowledge of the National  Labour requirements with specific reference to Compensation and Benefits Administration
  • Excellent competency with MS Office Suit
  • Prior experience in use of payroll packages
  • Knowledge of IRC will be an added advantage
