Background

The Government of Ethiopia has created a conducive legal and policy environment to promote the rights of women and girls including the setting up of institutional mechanisms for response to Violence against Women and Girls (VAWG) at the federal and regional level. Despite the good statutory provisions and initiatives towards the prevention and response in ending violence against women in the country, there is limited institutional support that provide rehabilitative and reintegration services to women and girls survivors of violence. The lack of access by women and girls to coordinated, quality, essential services means that they continue to suffer from the physical and mental impacts of violence, which may also result in a woman’s death. This also contributes to low level of reporting as the lack of necessary rehabilitative support and life skills to further recuperate from the violence on their own and to reintegrate into society in addition to social pressures, forces women to hide violence that is perpetrated against them.

UN Women is addressing this gap, through one of its Result Areas in Ethiopia, which is “Women and girls live a life free from violence”, with one of the key outputs being, capacities of multi-sectoral service providers to provide quality, coordinated services to survivors of violence and collect and use data in an ethical manner strengthened. To this effect, the programme has first supported the undertaking of a national assessment in this area identifying the relevant basic needs, existing rehabilitation and reintegration service centers (shelters), accessibility and quality of the existing service centers, gaps and current barriers in a manner that ensures survivors’ fundamental right to access services. The study identified that there are an estimated 12 shelters in the nine regional states of Ethiopia that provide rehabilitation and reintegration services for women and girls survivors of violence. Out of the 12 shelters, UN Women supports two that are led by Association of Women Sanctuary and Development with one of the shelters being the biggest of all shelters in Ethiopia. The study among others also identified capacity gaps in some shelters in providing standard services including gaps in access to tailored and regular training for personnel working in some of the shelters.

To counter this gap UN Women organized a training from 2 – 4 November 2016 on Essential services package for representatives from 13 organizations providing shelter related services for women and girl survivors of violence. These all organizations provide front-line services to women and children who have experienced abuse of their rights, particularly violence and trafficking. After the training, the organizations acknowledging the need to strengthen the shelters in Ethiopia through greater coordination and sharing of practice and experiences agreed to establish the Ethiopia Network of Women’s Shelters (EWNS) and formalized it by signing a Memorandum of understanding (MOU).

Since it is establishment ENWS developed a draft Five strategic plan and by law that governs and regulate the function of the Network. To implement its Five strategic plan, UN Women is seeking to hire a Coordination officer to strengthen delivery of its programme on Ending Violence against Women and Girls (EVAWG) particularly to Strengthen the  capacity of service providers in providing quality coordinated and accessible essential services to women and girls survivors of violence in accordance with global standards and guidelines on essential services and advancing women’s right and coordination of broad-based national partnerships in this area. The position is based both in the UN Women Ethiopia office and secretariat office of ENWS in Addis Ababa and the role encompasses travel requirements within the different regions of Ethiopia.

Duties and Responsibilities

Coordinate ENWS five-year strategic note implementation aligned to UN W ECO Strategic Note and EVAWG programme   

  • Coordinate the overall ENWS work plan development and implementation as per agreed by the members and UN Women
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports and represent ENWS in joint events and monitoring visits,
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, risks and share to UN Women on time

Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners including government and other non-governmental organization to support implementation and expansion of the ENWS five-year strategic note, raise potential problems and suggest solutions;
  • Identify capacity building needs and support members and partners through technical assistance, mentoring, training and capacity development initiatives, as needed.

Coordinate the monitoring and reporting on ENWS Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and conduct regular monitoring visits to safe houses and locations, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of reports to UN Women and other Developmental partners
  • Provide inputs from the ENWS activities and results to EVAWG reporting.

Build partnerships and support in developing resource mobilization strategies

  • Lead the development of partnerships and resource mobilization strategies.

Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and Certfication

  • Master’s degree or equivalent in Gender and development, human rights, gender equality, social sciences, humanities or other related areas is required.

Experience:

  • At least 5 years of progressively responsible experience at the national managing complex and multi-component programme interventions with national partners
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
  • Experience working communication and Advocacy
  • Experience working in GBV and other related issues

Language Requirments:

  • Fluency in English and Amharic is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge and practical experience in similar job in Ethiopia is an asset
