The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



Office Background

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.  

The Syrian Crisis is well into its seventh year, but the level and intensity of the conflict in the country remains high. Humanitarian and protection needs inside Syria are overwhelmingly resultant of the effects of the ongoing conflict in a complex emergency, in which displacement remains prevalent. According to the UN OCHA, 13.1 million people are in need of humanitarian assistance inside of Syria and approximately 5.6 million have been internally displaced. 

NRC Syria is currently supported through multiple institutional, bilateral, multilateral, and private donors. These include the Norwegian Ministry of Foreign Affairs (NMFA), Swedish International Development Cooperation Agency (SIDA), Swiss Agency for Development and Cooperation (SDC), European Commission- Humanitarian Aid and Civil Protection (ECHO), European Commission, Office of U.S. Foreign Disaster Assistance (OFDA), and UN agencies such as the UNHCR and UNICEF. The Grants Manager position is crucial to oversee the collection of inputs from multiple NRC offices to ensure a structure, timely, and harmonised approach to grants management.

Position Description: 

Specific responsibilities related to the position include: 

  • Supervision of the Programme Unit
  • Acting CD when appointed
  • Establish and manage coordination structures (new and existing) between NRC ME Country Offices to maximize efficiency; Programme and Support synergies, and the overall impact of aid delivery
  • Liaise with the NRC ME Regional Office and ME Country Offices to ensure organizational consistency in operational modalities, communications and partnerships
  • Representation of NRC in relevant coordination fora pertaining to Syria operations. Provide analysis of the operational modalities of existing humanitarian actors/Provide new suggestions for operational modalities for NRC ME Country Offices
  • Foster strategic partnerships with stakeholders to increase principled, humanitarian access inside Syria
  • Conduct assessments on potential entry points and pathways to support the operationalization of

    NRC’s access into and inside Syria.

  • Facilitate information sharing related to advocacy and communication work between the NRC ME Regional and Country Offices in issues related to programming inside Syria
  • Adherence to NRC policies and regional strategy pertaining to the Syria Crisis
